Previously, Mr. Ha Xuan Binh - an officer of the Department of Construction submitted a petition on the arrangement of department-level staff after the merger of the Department of Transport to the Department of Construction.
Before the merger, these two departments had 11 specialized departments, after the merger there were 8 departments. When selecting a staff member to hold the position of department head, the Department of Construction included a person who had decided to retire early, Mr. Nguyen Chi Thanh. Before the merger, Mr. Thanh was Head of the Department of Transport, Vehicles and Drivers at the Department of Transport.
On February 28, Mr. Thanh was signed by the competent authority on early retirement, starting from March 1.
However, also on February 28, Mr. Thanh was selected as Head of the Department of Transport, Vehicles and Drivers of the (new) Department of Construction.
This led to Mr. Thanh retiring the very next day (March 1), so the Department of Transport, Vehicles and Drivers "done" the department head.
Mr. Thanh said that he had received a retirement decision since February 28. The next day (January 1), he stopped. Mr. Thanh did not know that he was chosen as the Head of the Department of Transport, Vehicles and Drivers of the Department of Construction.
Mr. Ha Xuan Binh also proposed the transfer and appointment of him from the Head of the Department of Technical Infrastructure and Housing Management to the Deputy Head of the Department. The decision to transfer Mr. Binh was announced on March 5.
Also on March 5, the Director of the Department of Construction transferred and appointed Mr. Nguyen Dung - Deputy Head of the Department of Transport, Vehicles and Drivers as Deputy Head of the Department in charge.
Meanwhile, according to the direction of the Dak Nong Provincial Party Committee in Official Dispatch No. 2152 dated February 26, there is the content: For heads (head of departments and equivalent), it is necessary to consider arranging all head positions.
In case of surplus head level, deputies will be arranged. In case there is no surplus of heads, the competent authority will consider and arrange the head position for the current head leaders of the unit, without having to follow the selection process.
"At the announcement ceremony, I requested the Board of Directors to review the process of selecting, arranging, and arranging department-level leaders according to regulations and directives of the Provincial Party Committee and the Provincial People's Committee. However, the request has not been considered and resolved, so I submitted a petition to the Provincial People's Committee" said Mr. Binh.
After receiving Mr. Binh's petition, the Provincial People's Committee transferred it to the Department of Home Affairs to preside over the settlement according to regulations.
A leader of the Dak Nong Department of Construction said that on the afternoon of February 28, a meeting was held to inform the Provincial People's Committee about the results of personnel work after the merger.
It was not until the afternoon of March 1 that the Department of Construction received Mr. Thanh's decision to retire early.
