Proposal to increase subsidies and allowances for militia and self-defense forces

The Ministry of National Defense has just responded to Hai Phong City voters' petition to adjust subsidies and allowances for militia and self-defense forces.

On March 11, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from Hai Phong City voters sent by the Petition Committee.

Accordingly, voters in Hai Phong City proposed that the Government consider and adjust the allowances and subsidies for militia and self-defense forces at the grassroots level, the allowances for working days for militia and reserve soldiers according to the current basic salary level, creating conditions for the facility when mobilizing and concentrating reserve soldiers to perform their duties.

Responding to the above proposal, the Ministry of National Defense said that regarding the allowance and daily allowance for militia and self-defense forces, the Ministry of National Defense has chaired and coordinated with ministries, branches and 63 provinces and centrally run cities to study and draft a Decree amending and supplementing a number of articles of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government.

In particular, there is an adjustment to increase the level of enjoyment of some regimes and policies for militia and self-defense forces according to the current basic salary level (Report No. 3037/TTr-BQP dated August 22, 2023 of the Ministry of National Defense).

On February 8, 2024, the Ministry of National Defense issued Report No. 523/BC-BQP explaining the acceptance of the Deputy Prime Minister's direction on the draft amending and supplementing a number of articles of Decree No. 72/2020/ND-CP.

The scope of regulation is to increase the level of enjoyment of some regimes and policies of the militia and self-defense force, the level of enjoyment of allowances for militia and self-defense force command positions; the level of ensuring regimes and policies for each militia and self-defense force component; the agency responsible for ensuring funding, regimes and policies for militia and self-defense forces not participating in social insurance and health insurance.

However, Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulates that from July 1, 2024, the basic salary is VND 2,340,000/month; on November 27, 2024, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Health Insurance, at Point d, Clause 3, Article 12 stipulates that the standing militia are entitled to health insurance guaranteed by the State budget.

Therefore, the Ministry of National Defense continues to direct the Drafting Committee to adjust the draft to amend and supplement a number of articles of Decree No. 72/2020/ND-CP of the Government in the direction of increasing the level of enjoyment of a number of regimes and policies for militia and self-defense forces according to the new basic salary of VND 2,340,000/month and the beneficiaries of Health Insurance (permanent militia) to comply with the current legal system.

In response to voters' opinions, the Ministry of National Defense continues to coordinate with ministries, central branches, relevant authorities and localities to study and propose, report to the Government to adjust the policy regime (family allowances) for reserve soldiers when focusing on training, drills, checking, motivation, combat readiness, ensuring compliance with the current legal system and actual conditions.
