On March 8, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters in Hanoi sent by the Petition Committee under Official Dispatch No. 687/VPCP-QHDP dated February 24, 2025.
Accordingly, voters in Hanoi City proposed that the Government direct ministries and functional branches to consider regulating the training regime for grassroots military university level for the position of Military Commander of communes, wards and towns; have a suitable university training plan to meet the requirements of developing to higher positions in the Party organization and grassroots government.
Referring to this content, the Ministry of National Defense said that regarding the training of Commanders of the Commune-level Military Command, Article 26 of the 2019 Law on Militia and Self-Defense Forces stipulates that Commanders and Deputy Commanders of the Commune-level Military Command must be trained as Commanders of the Commune-level Military Command at the military level at intermediate, college or university level at a military school.
Currently, the Ministry of National Defense is continuing to implement Decision No. 799/QD-TTg dated May 25, 2011 of the Prime Minister on Approving the Project on training military officers of the Military Command of communes, wards and towns at the level of college, university in the military sector until 2020 and the following years (Project 799).
Regarding appropriate university training to meet the requirements for developing to higher positions in grassroots organizations and governments, the army currently has no other functions or tasks of university training for the Commander of the Commune-level Military Command.
The Ministry of National Defense recommends that localities need to do a good job of planning, training, and fostering so that the Commander of the Commune-level Military Command is qualified to meet the requirements of developing to a higher position in the Party organization and grassroots government.
