On the morning of April 20, the National Assembly discussed in groups about the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for Vietnamese cultural development.
Delegate Vu Van Tien (Hai Phong Delegation) affirmed that the adoption of this draft Resolution is very necessary and urgent, like "daily meals and drinking water", directly and closely affecting people across the country.
According to the delegate, Decision No. 1755/QD-TTg in 2016 of the Prime Minister on approving the strategy for developing cultural industries identifies 12 cultural industries in the common order of the world and UNESCO.
By 2025, Decision No. 2486 of the Prime Minister identifies 10 sectors including cinema; fine arts, photography, exhibition; performing arts; software and entertainment games; advertising; handicrafts; cultural tourism; creative design; television, radio; publishing. This decision lacks 2 very important fields, with prominent roles, which are architecture and fashion.
According to the delegate, if understanding that the design industry already includes architecture and fashion, it does not properly assess and reflect the stature and important contribution role, especially the promotion of the cultural identity of the architectural industry. Because the architectural industry not only has design but also many other contents such as planning, research, and creative connection.
In Article 4 of the draft Resolution, delegates proposed to add an item or integrate content in urban and rural development planning that needs to include cultural development planning requirements as a core element such as promoting heritage, and at the same time reserve new conditions including land, architectural arrangement...
Regarding mechanisms and policies to attract investment resources for cultural development (Article 4), delegates proposed to prioritize all cultural industries, and should not only prioritize industries such as cultural tourism, cinema, performing arts, fine arts, and online electronic games.
Regarding policies on remuneration, talent development, and specialized human resources in the field of culture and sports (Article 7), delegates wondered that currently only artists in the field of performing arts are prioritized, but what about creative industries such as writers, architects, painters, sculptors, photographers...? Therefore, priority should also be given to creative people.

In further exchange with Lao Dong Newspaper, delegate Vu Van Tien said that in the field of art, the architecture industry is very important - it is the only industry belonging to the type of tangible culture. This industry itself serves as a basis for other industries to develop and sublimate.
The delegate gave an example that when visiting tourism, architectural heritage is physical culture leading, performances must have theaters, displays must have museums, and experiences must have architectural landscape spaces.
In particular, identity is an important link connecting the attractiveness of tourism. People from abroad who want to experience staying and playing in the unique Vietnamese space, overseas Vietnamese eager to return thanks to the meaningful landscapes and old houses.
The issue of needing to embellish - revitalize the solid foundation of Vietnamese culture into a "foundation, resource, pillar, regulatory system" for socio-economic development in regions, cities and rural areas and nationwide is very necessary and urgent.
This implementation needs to be synchronized, combined with focus and key points with comprehensive solutions such as the requirement to preserve, promote, and innovate Vietnamese cultural identity in urban and rural areas, in existing areas and new areas to be created.
Figuratively speaking, it is necessary to restore and preserve the Vietnamese soul in old cities, old spaces, old streets, old villages; create the Vietnamese soul in new cities, new spaces, new streets, new villages; associated with cultural people, with the participation of the entire community, all resources, in the era of reaching out, so that the country can integrate sustainably without disintegration" - the delegate shared.
