The Government issued Decree No. 231/2025/ND-CP regulating the selection and use of engineers and Chief Architects in science, technology, innovation and national digital transformation.
The Decree stipulates the regimes and policies for: System investor, Project investor, Minister-level Chief Architect, Provincial Chief Architect, Project Chief Architect.
Regarding salaries: The Standing Agency of the Central Steering Committee reviews the salary and income received by those selected as Systematic General Mechants to negotiate the salary and income in the labor contract for Systematic General Mechants, ensuring that they are commensurate with the assigned tasks and are consistent with the salary level according to the corresponding industry, profession, and field of work in the market.
Regarding bonuses: Based on the nature and complexity of the assigned tasks, the head of the Management Agency of the General Construction Agency of the System decides on the bonus level:
a. Maximum 5 months' salary in the assessment year if the task is well completed.
b. Maximum 3 months' salary in the assessment year if the task is completed.
In addition, the General Director of the system is initially supported with 1 month's salary according to the contract to stabilize accommodation, move, and purchase essential goods.
The General Confederation of Labor shall select personnel for the service department of the General Confederation of Labor with no more than 10 people and propose salaries, regimes, and policies for the Standing Agency of the Central Steering Committee to decide on signing labor contracts with each employee.
At the same time, it is proposed that competent authorities prepare funding estimates to proactively carry out assigned tasks; be granted funding for domestic and foreign scientific surveys and research; participate in international cooperation activities in science, technology, and innovation.
Regarding housing and means of transportation, working conditions, the General Director of the System is arranged with public housing (in case of not being able to arrange public housing, he/she will be supported with rent), means of transportation and working conditions according to the standards of the title of senior expert level 3.
Regarding honor and commendation: The General Confederate of Science and Technology is honored when officially assigned and when assigned according to the contract; met, commended, and listened to reports, recommendations, and proposals from senior leaders of the Party and State.
To participate in forums exchanging experiences in science, technology, innovation and digital transformation; to be rewarded according to the provisions of the Law on Emulation and Commendation; to receive titles and awards for science, technology, innovation and digital transformation at home and abroad, in accordance with the provisions of Vietnamese law.
In addition, the System Master Project Management also has policies on health care, accommodation and leave during the year; policies for family members; policies after completing the tasks of the System Master Project Management.
