On the morning of April 17, the National Assembly Standing Committee gave its opinion on the draft Resolution of the National Assembly to replace Resolution No. 35/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong City.
Minister of Finance Nguyen Van Thang said that the Draft Resolution of the National Assembly stipulates 6 major groups of policies with 41 specific policies, including: Investment management; State budget and financial management; Planning, urban, natural resources and environment management; Science and technology management, innovation; Income of cadres, civil servants and public employees under Hai Phong City management; Establishment and mechanisms and policies in the new generation Free Trade Zone in Hai Phong City.
For the policy group " Establishment and mechanisms and policies in the new generation Free Trade Zone (Friendly Trade Zone) in Hai Phong City", Article 9 has 17 policies.
Accordingly, this e-commerce zone is "an area with determined geographical boundaries, where piloting outstanding and breakthrough specific mechanisms and policies to attract investment, finance, trade, services to promote exports, industry, research and development (R&D) activities and attract high-quality human resources".
The draft Resolution proposes decentralization to the City People's Council to decide on the establishment, expansion, and adjustment of the boundary of Hai Phong E-commerce Area associated with Dinh Vu - Cat Hai Economic Zone and the Southern Coastal Economic Zone of Hai Phong similar to the industrial park.
Minister of Finance Nguyen Van Thang said that this policy creates a legal corridor for Hai Phong E-commerce Area to pilot outstanding and breakthrough specific mechanisms and policies to attract investment, finance and trade.
Reviewing this content, Chairman of the Economic and Financial Committee Phan Van Mai said that regarding the establishment of a new generation of e-commerce zones in Hai Phong (Article 9): The pilot is necessary, a political determination of Hai Phong City and the Government; there is sufficient political basis and legal basis.
However, this is a big problem, not only of economic nature but also related to national defense, security, order and social safety. Therefore, it is recommended to clarify the impact on economic, budgetary and social growth; regional spread.
At the same time, clarify the risk management mechanism and supervision mechanism to ensure an open side while maintaining financial safety, economic security, and social order; supplement a periodic monitoring system; Responsibility in implementation of related individuals and organizations.
Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that Hai Phong's submission of the draft Resolution at the right time for us to reorganize the upcoming provincial-level administrative units.
Therefore, the National Assembly Chairman suggested that the government send a document to the Politburo asking for opinions on applying the special mechanism for localities that are currently merging and expanding their areas.
Similarly, when discussing this issue at the 9th Session, Hai Phong and Hai Duong will immediately join each other and be very synchronous.
Regarding more preferential budgetary financial mechanisms, the National Assembly Chairman said in Resolution 35, Hai Phong is allowed to retain no more than 70% of the increased central budget revenue in the area for infrastructure investment. This time, Hai Phong proposed to increase the regulation rate to 80% to 85%.
"I find it reasonable to discuss some opinions with me about keeping them at the level proposed by the Government" - the National Assembly Chairman emphasized.
