On August 19, the Ministry of Justice announced that it had just held a Council for appraisal of the draft Law on Savings and Combat of Wastefulness (TK, CLP).
Reporting at the appraisal session, Mr. Dang Xuan Quang - Deputy Director of the Legal Department (Ministry of Finance - Law Drafting Unit) - said that the draft Law is designed to overcome the limitations of the current Law, meeting the direction of the Party, State and General Secretary To Lam.
The amendments focus on 3 main points: Reviewing and adding terms to ensure consistency with the legal system and directives of the Party. Clearly define the responsibilities and powers of agencies, organizations, individuals, especially leaders in managing and using resources.
Institutionalize the Politburo's regulations on protecting people fighting against corruption and waste; supplement mechanisms for reward, information processing, and encourage the whole society to participate in TK and CLP work.
Supplementing regulations related to the practice of TK and CLP among the people to build a culture of TK and CLP in the whole society, including adding regulations to encourage businesses, organizations, households, and individuals to implement TK and CLP measures in production and business activities...
Notably, the draft Law supplements the regulation "All-people TK, CLP Day" on May 31 every year...
Concluding the appraisal session, Deputy Minister of Justice Nguyen Thanh Tu suggested that the drafting agency carefully consider the scope of regulation of the draft Law, especially regulations related to the consumption of organizations and individuals to ensure feasibility and suitability to practice.
In addition, it is necessary to ensure consistency and synchronization with current laws and policies such as the Law on Management and Use of Public Assets, the Law on Science and Technology, the Law on Promulgation of Legal Documents, the Law on Management and Use of Public Investment Capital, etc.
The Deputy Minister emphasized that the draft Law must ensure completeness, feasibility, effectiveness and unity in the legal system. At the same time, it is recommended that the drafting agency receive and complete the appraisal dossier to submit to the competent authority.
