On the morning of May 21, in Hanoi, Central Party Committee member and Deputy Prime Minister Le Thanh Long had a working session with the Ministry of Health and relevant ministries and branches on draft decrees regulating the decentralization of state management authority and decentralization of local government according to the model of organizing two-level government in the health sector.
According to the review results of the Ministry of Health, there are 46 proposals to decentralize the functions and tasks of ministries and ministerial-level agencies to localities.
There are 40 proposals on transferring the functions and tasks of the district level to the commune level or up to the provincial level.
There are 7 documents proposing amendments to the draft Decree to implement the 2-level local government organization model.
At the meeting, ministries and branches said that it is necessary to promote decentralization of authority, and assign localities to do what they can do. At the same time, it is necessary to calculate to ensure conditions for implementation.
The Ministry only focuses on issuing mechanisms, policies and urging and inspecting implementation. Assigning authority also requires the assignment of implementation tools.
It is necessary to clearly define common authority and private authority because there are tasks that stipulate common responsibilities of all levels, such as communication on disease prevention and control, all levels must do them.
The opinions stated that in the process of decentralizing authority, it is necessary to ensure unity because authority is a process, involving many ministries, avoiding the situation where one ministry is transferred to the province while another ministry is transferred to the commune.
It is necessary to urgently complete the determination of authority so that when the district level is abolished, there will be no interruption, tasks will be left out, and it is not clear who will do it.
At the meeting, Deputy Prime Minister Le Thanh Long noted that the draft Decree must clearly state what amendments are and where they are amended.
When giving authority to a lower-level professional agency, it is clearly stated, directly pointing out which agency it is, the Deputy Prime Minister emphasized.
At the same time, when determining authority, it is necessary to focus on what should be upgraded to a province or what should be upgraded to a commune when the district level is no longer there.
If the authority is involved in implementing administrative procedures, clearly stipulate that procedure procedure order, and include it in the attached appendix.
The Deputy Prime Minister also suggested that the Ministry of Health should conduct a general review of administrative procedures, thereby clearly defining how many procedures are under the law, decree, and decision of the Prime Minister.
Among them, it is necessary to determine how many procedures are handled in this draft Decree of the Government, how many procedures are handled in the Circular of the Ministry, to clearly separate them to avoid missing work.
Regarding decentralization of authority, the Deputy Prime Minister said that it is necessary to decentralize more to localities, and it is necessary to clearly state the reasons for any procedures retained at the ministerial level.
