On May 16, information from Soc Trang and local Party Committee completed the project to end the activities of the district and commune level Party Committee (former) and proceeded to establish a new commune and ward Party Committee after arranging and reorganizing communal administrative units.
This is done on the basis of the instructions of the Central Executive Committee, the Politburo and the Secretariat on the arrangement of administrative units at all levels and building a model of organizing local government at both levels.
Accordingly, in order to synchronize the arrangement of administrative units with the corresponding party organization at the provincial and commune levels, the Standing Committee of Soc Trang Provincial Party Committee advised the Executive Committee of the Provincial Party Committee to formulate 11 projects to end the activities of the district Party Committee and establish communal and ward party committees in accordance with the administrative unit after arranging. This is implemented in the spirit of conclusion No. 139-KL/TW, dated March 28, 2025 of the Politburo, the Secretariat about the end of the activities of the district-level administrative unit from July 1, 2025.
Before the arrangement, Soc Trang province had a total of 108 administrative units at the commune, ward and town levels. After the arrangement, the province will have 43 units left, including 8 wards and 35 communes (reducing 65 administrative units).
The locality currently has 11 administrative units at district, town and city. According to the plan, from July 1, 2025, Soc Trang will officially end the activities of the district, town and city party committees according to the old model, and at the same time establish new communal and ward party committees suitable to the system of administrative units after arranging.
Previously, Soc Trang Provincial Party Committee issued Notice No. 2195-TB/TU of the Provincial Party Committee Standing Committee on the principles and plans for arranging cadres, civil servants and public employees of the Commune-level Party Committee after the merger of administrative units.
The Provincial Party Standing Committee requires publicity, transparency, and fairness in personnel arrangement; resolutely prevent local situations, group interests, and negative behaviors. The assignment and introduction of personnel must be based on political qualities, ethics, practical capacity, the spirit of daring to think, daring to do, daring to take responsibility, associated with work results.
The Standing Committee of the Provincial Party Committee also decided to transfer 100% of the district -level payroll to arrange to the commune and ward after the merger. In particular, the district leaders and management staff will be the core force at new administrative units. The allocation of civil servants must ensure that the new functions and tasks of each locality.
