How are ID cards issued, renewed, and reissued through VNeID?

Clause 10, Article 5, Decree 58/2026/ND-CP (effective from March 15, 2026) stipulates the amendment and supplementation of Clause 2, Article 21, Decree No. 70/2024/ND-CP detailing a number of articles and measures to implement the Law on Citizen Identification as follows:

2. Order and procedures for issuing, renewing, and re-issuing ID cards through the National Public Service Portal or the National Identification Application (VNeID):

a) Citizens choose procedures, check their information is exploited in the National Population Database. In case the information is accurate, register the time and ID card management agency to carry out the procedures, the system will confirm and automatically transfer the citizen's request to the ID card management agency where the citizen requests to issue, exchange, or reissue an ID card, except for the cases specified in point b of this clause;

Citizens come to the identification management agency according to the registered time and place to carry out procedures for issuing, renewing, and re-issuing identification cards according to the order and procedures specified in Clause 1 of this Article;

b) In case of losing an ID card or the ID card is damaged and unusable or re-issuing an ID card due to changes in administrative boundaries, select the re-issuance procedure, check your information exploited in the National Population Database. If the information is accurate, confirm and transfer the dossier requesting re-issuance of the ID card to the ID card management agency for consideration and resolution of re-issuance of the ID card according to the provisions of Clause 4, Article 25 of the Law on Identity Cards;

c) In case the legal representative performs procedures for issuing, renewing, and re-issuing ID cards for people under 06 years old, they select the procedure and check the information of the person under 06 years old in the National Population Database. In case the information is accurate, the legal representative confirms and transfers the application dossier to the ID card management agency for consideration and resolution of issuing, renewing, and re-issuing ID cards.

Thus, from March 15, 2026, ID cards will be issued, renewed, and reissued through VneID according to the above regulations.
