Based on Official Dispatch No. 02-CTr/TW dated January 28, 2026 of the Central Executive Committee on the program of activities of Party and State leaders during the Binh Ngo Lunar New Year 2026; The Government Office announces the plan for the Ceremony to pay respects to President Ho Chi Minh and offer incense to commemorate heroic martyrs on the occasion of the Binh Ngo Lunar New Year 2026 as follows:
Friday, February 13, 2026. The ceremony to pay respects to President Ho Chi Minh and offer incense to commemorate heroic martyrs by the delegation of leaders and former leaders of the Party and State starts from 8 am to 8:15 am.
The Government Office is assigned to send invitations to leaders to participate in the Party and State delegation to pay respects to President Ho Chi Minh and commemorate heroic martyrs. Coordinate with the Command of the Mausoleum of President Ho Chi Minh and relevant units to welcome delegates and organize the Ceremony to pay respects to President Ho Chi Minh and the Ceremony to commemorate heroic martyrs.
The Ministry of National Defense is assigned to assign the Command of the Mausoleum of President Ho Chi Minh to coordinate with the Government Office to welcome delegates and organize a ceremony to pay respects to President Ho Chi Minh and a memorial service for heroic martyrs.
Assigning tasks to the Army Ceremonial Delegation to serve military music for the Ceremony to pay respects to President Ho Chi Minh and offer incense to commemorate heroic martyrs of the Party and State leadership delegation on the morning of February 13.
Organize thoughtful service for delegations visiting President Ho Chi Minh and offering incense to commemorate heroic martyrs.
Coordinate with relevant agencies and units to organize decoration, environmental sanitation, and protect security and safety in the area.
The Ministry of Public Security directs the Guard Command to coordinate with the Ho Chi Minh Mausoleum Command to ensure security and safety in the area (the Guard Command issues car badges to the Party, State, and Fatherland Front delegations).
Direct Hanoi Police to ensure traffic on the roads in the area of President Ho Chi Minh's Mausoleum and the road to Mai Dich Cemetery.
Hanoi People's Committee Directs functional agencies to strengthen the decoration of propaganda slogans and colored lights in the area, creating a solemn landscape for the holiday; and at the same time create favorable traffic conditions for delegations to visit.
