On May 26, information from the People's Committee of Lao Cai province said that the locality had agreed on a plan to arrange public service organizations and units at the district level when implementing the 2-level local government model in the area.
Specifically, all existing kindergartens, primary schools, and secondary schools will be transferred to the People's Committees of new communes and wards for management. The People's Committees at the commune and ward levels will comprehensively undertake the responsibility of organization, personnel and policies, while the Department of Education and Training will play the role of professional guidance.
The headquarters and facilities of the schools are kept the same, ensuring learning conditions for students. The names of the following merged cases will be carefully studied, ensuring consistency and savings.
For the 9 vocational education - continuing education centers at the district level, they will be transferred to the Department of Education and Training for management, and reorganized according to the inter-commune area. Admissions and training continue to be carried out in the previously decentralized areas.
The commune/ward health stations will be directly managed by the new commune-level People's Committees, continuing to maintain the current status of headquarters and equipment. In case the new communes/wards are merged from many old administrative units, station points or sub-stations will be arranged.
District-level medical centers and general hospitals are transferred to the Department of Health for comprehensive management. The names of medical units are being studied in the direction of linking with the old administrative names to ensure stability.
All 9 district-level agricultural service centers will be allocated to central communes and wards, operating in inter-commune areas. The District Investment and Construction Project Management Board is reorganized under the People's Committees of central communes and wards.
Cultural, sports and communication centers have also been transferred to commune/ward management centers. Urban order management teams, market management boards, eco-tourism areas, forest rangers, protective forest management boards, etc. are all reorganized in a streamlined manner, ensuring effective inter-commune management.
The Standing Committee of Lao Cai Provincial Party Committee assigned the Provincial People's Committee Party Committee to direct the Provincial People's Committee to decide to establish and transfer public service units to departments, branches and commune-level People's Committees for management (according to the new commune-level government model) to ensure operation from July 1, 2025.
