The Ministry of Home Affairs has sent the Ministry of Justice for appraisal of the Draft Decree on decentralization and delegation of authority to perform state management tasks in the field of Home Affairs before submitting to the Government for promulgation.
Draft Decree attached to the Appendix to the List of areas of communes (maintained or newly formed after July 1, 2025) of 34 provinces and cities expected to form after the arrangement to apply the minimum wage according to Decree 74/2024.
For the provinces of Lao Cai, Cao Bang, Dien Bien, Lai Chau, the draft Decree clearly states the application of regional minimum wage as follows:
Lao Cai
Area II: Cam Duong, Lao Cai wards and Coc Sam Hop Thanh communes.
Area III: Van Phu, Yen Bai, Nam Cuong, Au Lau wards and Phong Hai, Xuan Quang, Bao Thang, Tang Loong, Gia Phu, Muong Bo, Ban Ho, Ta Phin, Ta Van, Sa Pa communes.
Region IV: Remaining communes and wards.
Cao Bang Province
Area III: Thuc Phan, Nung Tri Cao, Tan Giang wards.
Region IV: Remaining communes and wards.
Dien Bien Province
Area III: Muong Phang Commune and Dien Bien Phu and Muong Thanh Wards.
Region IV: Remaining communes and wards.
Currently, the Government stipulates the minimum wage for employees working under labor contracts according to Decree No. 74/2024/ND-CP, applicable from July 1, 2024 to present.
Accordingly, the minimum monthly salary in region I is 4,960,000 VND/month; region II is 4,410,000 VND/month; region III is 3,860,000 VND/month, region IV is 3,450,000 VND/month.
The minimum hourly salary in region I is 23,800 VND/hour, region II is 21,200 VND/hour, region III is 18,600 VND/hour, region IV is 16,600 VND/hour.
The minimum salary of the month is the lowest salary as a basis for agreement and salary for employees to apply the form of monthly salary payment, ensuring the salary according to the job or the title of the employee who works normally in normal working hours in the month and completing the labor norm or the agreed job is not lower than the minimum salary of the month.
The minimum wage is the lowest salary as a basis for agreement and salary for employees to apply the form of hourly salary payment, ensure the salary according to the job or the title of the employee working for an hour and complete the labor norm or the agreed job must not be lower than the minimum salary.
