On September 19, the Government Office announced that Deputy Prime Minister Ho Duc Phoc had just signed Directive No. 27/CT-TTg of the Prime Minister on the implementation of Resolution No. 223/2025/QH15 of the National Assembly on supplementing the state budget revenue estimate for 2023 and approving the state budget settlement in 2023.
Regarding the establishment, management, use and settlement of the state budget, the Prime Minister requested ministries, central and local agencies to rectify and overcome shortcomings and limitations in the establishment, management and use of the state budget.
Improve the quality of state budget revenue and expenditure estimates to ensure compliance with requirements and implementation capabilities to mobilize and effectively use state budget sources. Pay attention to and focus on investment preparation, capital allocation, organization and implementation of investment projects.
Speed up the implementation and disbursement of annual public investment plans, especially projects using ODA loans; payment of completed volume and settlement of investment programs and projects in accordance with the provisions of law.
Strictly manage state budget transfers. Review, cancel, and thoroughly recover expenditures that are not in accordance with regulations or have expired.
Recall all central budget support funds for localities in 2024 and 2023 and above before being managed, used incorrectly or running out of disbursement time to reduce the central budget deficit.
Detailed report on the number of budget transfers from 2024 to 2025 according to the provisions of the State Budget Law and the competent authority.
Report on unused salary policy reform sources of each ministry, central and local agency as of December 31, 2024.
Strictly manage state budget advances. In 2025, continue to process and revoke the advance payment score that has exceeded the prescribed time limit. Clarify the cases where it is not possible to recover the advance payment beyond the prescribed time limit.
Do not let new debts arise that are backlogged in basic construction. Review and determine the outstanding debts for basic state budget construction as of December 31, 2023, the arising debts and accumulated debts as of December 31, 2024 and December 31, 2025.
Urgently review and recover all central budget capital that has been advanced but has not been recovered in the Medium-term Public Investment Plan for the period 2021-2025.
Ministries, central and local agencies promote thrift practice, fight waste, prevent and combat corruption and negativity. Strengthen inspection and examination work, specify the responsibility of heads in managing and using the state budget.
Clarify the causes and responsibilities of heads, collectives and individuals managing and using the state budget that do not strictly comply with the provisions of the law in making and complying with the state budget estimate and settlement in 2023; strictly handle violations. On that basis, review the groups and individuals with violations.
The Ministry of Home Affairs urges, inspects, and compiles a list, level of violations, forms of handling, and results of handling violations for organizations, units, and individuals involved in the management and use of financial resources - state budget, public investment, and public assets to report to the Prime Minister.
