According to the plan, the city sets out a roadmap before September 25, localities will organize discussions and comprehensive assessments of the organizational and operational situation after the operation of the 2-level local government model. The assessment content is based on the conditions and standards of commune-level administrative units, the actual situation of the area, management requirements, serving the people and development orientations in each period. In case it is deemed really necessary to adjust, report, and propose plans to ensure scientific, cautiousness, social consensus, unity of relevant administrative units and suitability with practical requirements.
Before October 15, units shall complete the review and assessment of the current status of commune-level administrative units that do not meet sufficient standards, conditions or have unreasonable issues arising during operation. At the same time, complete the review and assessment of the current status of urban development, planning, infrastructure, population size, regional linkage capacity, central role of each locality and related criteria; research and propose the formation of commune-level core urban areas that play a central role, driving force for the development of the region and city, strengthen infrastructure connection, public services and economic development space according to planning orientation.
The City People's Committee assigned the Department of Home Affairs to preside over and coordinate with departments, branches, and localities to research and propose models of commune-level administrative units with typical core characteristics, conditions for development, management capacity and capacity to provide appropriate public services for spread and replication; towards building commune levels into operational centers at the grassroots level, directly serving people, businesses and socio-economic development in the area.
The Economic Zone Management Board shall preside over and coordinate with the Department of Finance, the Department of Home Affairs and relevant departments, branches, and localities to research and propose models and institutions related to the organization and operation of the special economic zone.
For commune-level administrative units that have not met the standards, based on the results of review and research, the Department of Home Affairs advises on developing plans and projects to continue arranging according to the provisions of law; organize to collect opinions, complete dossiers, and submit them to competent authorities for consideration and decision.
The City People's Committee requests to clearly assign tasks, responsibilities and coordination mechanisms between departments, agencies, branches and commune-level People's Committees in the process of reviewing, researching, arranging commune-level administrative units and performing related tasks; ensuring scientific, cautious, and effective implementation.
