Decree 105/2025/ND-CP stipulates that by January 1, 2026, the Provincial People's Committee (PPC) must complete the classification, compile and publish a list of establishments that do not meet the requirements for fire prevention and fighting as prescribed in Clause 1, Article 16 of the Law on Fire Prevention, Fighting and Rescue (PCCC&CNCH).
No later than July 1, 2028, facilities on the list of publications of the above-mentioned provincial People's Committees must complete the contents specified in Point c, Clause 6, Article 55 of the Law on Fire Prevention and Rescue.
For facilities that cannot apply the corresponding technical solutions issued by specialized construction management ministries, after July 1, 2028, the functions must be converted to suit the scale and nature of the facility's operations.
No later than July 1, 2026, specialized construction management ministries under the provisions of the law on construction are responsible for presiding over and coordinating with the Ministry of Public Security to implement the provisions of Point b, Clause 6, Article 55 of the Law on Fire Prevention and Rescue.
Decree 105/2025/ND-CP also stipulates responsibilities, equipment roadmap, and connection of fire alarm transmission equipment with the Database system on fire prevention, fire fighting, rescue, and fire alarm transmission.
Accordingly, the People's Committee of the centrally-run city is responsible for ensuring funding for equipping fire alarm communication equipment connected to the Fire Prevention, Fire Fighting, Rescue Database system.
The People's Committee of the centrally-run city must complete the classification, compile and publish a list of areas and houses in areas that do not ensure traffic infrastructure or water sources for fire fighting according to the provisions of law.
No later than July 1, 2027, the People's Committee of the centrally-run city must complete the equipment and connection of fire alarm communication equipment with the Database system on fire prevention, fire fighting, rescue, and fire alarm communication for houses in the centrally-run city.
