The Government issued Decree 106/2025/ND-CP regulating administrative sanctions for violations in the fields of fire prevention, fire fighting and rescue.
Decree 106/2025/ND-CP stipulates a fine of VND6 million to VND8 million for failure to issue or not posting regulations, signs, prohibition signs, and signs instructing on fire prevention, fire fighting, rescue and relief.
Fines from 8 million VND to 10 million VND for failure to arrange forces and means for the Fire Prevention, Fire Fighting and Rescue Team, Fire Prevention, Fire Fighting and Rescue Team on duty for daily fire fighting, rescue and relief.
In particular, the Decree stipulates a fine of VND 10 million to VND 20 million for the act of not establishing a specialized Fire Prevention, Fire Fighting and Rescue Team; a fine of VND 20 million to VND 30 million for the act of not establishing a specialized Fire Prevention, Fire Fighting and Rescue Team.
The Decree also specifically stipulates the penalty for violations of regulations on fire prevention and fighting in the use of fire sources, heat sources, equipment, fire-ghosting equipment, and heat generation.
Fines from VND 40 million to VND 50 million for one of the acts of not having a fire prevention solution for the electric charging area for a centralized electric motor vehicle in the house; not having a power system for fire prevention and fighting; not maintaining a power source for fire prevention and fighting.
For violations of regulations on equipment, installation of fire prevention, fire fighting, rescue and relief equipment, the Decree stipulates a fine of VND 5 million to VND 7 million for the act of equipping, installing lights, means of lighting incidents, and instructions for escape not complying with regulations.
A fine of VND 8 million to VND 10 million shall be imposed for the act of equipping fire prevention, fire fighting, rescue and relief equipment for the Fire Prevention, Fire Fighting and Rescue Team at the grassroots level, the Fire Prevention, Fire Fighting and Rescue and Rescue Team that does not comply with regulations.
Fines from 10 million VND to 15 million VND for failure to equip, install lights, lighting equipment for incidents, and escape instructions.
For the act of not equipping fire prevention, fire fighting, rescue and relief equipment for the Fire Prevention, Fire Fighting and Rescue Team, the facility will be fined from 15 million VND to 20 million VND.
Fine from 20 million VND to 25 million VND for failure to equip specialized fire prevention, fire fighting, rescue and relief equipment for the Fire Prevention, Fire Fighting and Rescue Team.
For one of the acts of equipping and installing equipment in the fire alarm system that does not comply with regulations; equipping and installing equipment in the fire fighting system that does not comply with regulations will be fined from 30 million VND to 40 million VND.
Fines from 40 million VND to 50 million VND for one of the following acts: not equipping or installing a fire alarm system; not equipping or installing a fire fighting system; not equipping mechanical fire fighting, rescue and relief equipment.
The above fine is applied to an administrative violation by an individual.
