The National Assembly Standing Committee has issued a Resolution detailing and guiding the implementation of the Law on Supervision Activities of the National Assembly and People's Councils (HDND) on the supervision activities of the HDND.
This Resolution details and guides the implementation of the order, procedures, and responsibilities of agencies, organizations, and individuals in organizing the implementation of supervisory activities of the People's Council, the Standing Committee of the People's Council, the Board of the People's Council, the Delegation of People's Council Deputies, and People's Council Deputies.
The Resolution also clearly stipulates the criteria for selecting supervision topics.
Accordingly, the supervision topic of the People's Council is selected based on the following priority criteria:
Issues of concern, emergencies or major impacts on people's lives, socio-economic development, national defense, security, foreign affairs, order, social safety of localities that are of concern to People's Council deputies, voters and people, recommendations or other issues decided by the People's Council in accordance with local supervision requirements and practices;
Not within the scope of regulation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee, other legal documents of higher-level state agencies, resolutions of the People's Councils of the same level that take effect within 12 months from the time of proposal, except for issues related to specific mechanisms, policies, and laws that need to have solutions to promptly resolve urgent issues of natural disasters, epidemics and other urgent issues in localities;
Issues related to building and perfecting policies, laws, state management, and deciding on important issues of the locality;
The issue is comprehensive, the content belongs to the areas of responsibility of many Boards of the People's Council;
Ensuring comprehensiveness, balance and suitability between fields;
Do not overlap in content, subjects of supervision with supervision topics that have been selected by the People's Council, Standing Committee of the People's Council at the same level and the National Assembly Delegation, conduct supervision for 24 months from the time of proposal for supervision, except in cases of re-supervising the supervised content because the subject under supervision does not implement or does not fully implement the resolutions, conclusions, and recommendations on supervision.
