The National Assembly Standing Committee has issued a Resolution detailing and guiding the implementation of the Law on Supervision Activities of the National Assembly and People's Councils (HDND) on the supervision activities of the National Assembly.
This Resolution details and guides the implementation of the order, procedures, and responsibilities of agencies, organizations, and individuals in organizing the implementation of supervisory activities of the National Assembly, the National Assembly Standing Committee... as stipulated in a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
The Resolution clearly states that no later than 30 days before the opening day of the National Assembly session, the Standing Committee of the Committee for Petitions and Supervision shall have a document requesting the National Assembly delegation (NA deputies) to send proposals on questioning issues and questioned persons.
The National Assembly Delegation is responsible for collecting opinions from National Assembly deputies and summarizing proposals for questioning issues and respondents. If necessary, National Assembly deputies can send proposals directly to the Standing Committee of the Committee for Petitions and Supervision.
No later than 15 days before the opening day of the National Assembly session, the Secretary General of the National Assembly - Chairman of the National Assembly Office completes the synthesis of public opinion through reporting points on prominent issues in the fields of socio-economics, defense, security, and foreign affairs in the period between the two sessions and sends them to the Standing Committee of the Committee for Petitions and Supervision.
Regarding the criteria for selecting groups of questioned issues and respondents. The Resolution clearly states that the content of the question is selected according to one of the criteria.
That is, pressing issues, emerging at a macro level or greatly affecting people's lives, socio-economic development, national defense, security, and foreign affairs of the country are of concern to National Assembly deputies, voters and people;
Issues aimed at improving the effectiveness of directing, operating, and managing the state or through supervision and surveys to detect limitations and inadequacies need to be questioned to clarify and propose requirements and solutions to promptly overcome;
Issues showing signs of violating the provisions of law on preventing and combating corruption, wastefulness, and negativity; signs of increasing violations of the law and crimes; limitations in resolving complaints, denunciations, recommendations, and reflections of voters and agencies, organizations, and individuals;
Or the questioning issue has been answered in writing by the questioned person but the National Assembly Deputy does not agree with the content of the answer, and the National Assembly Standing Committee agrees to submit it to the National Assembly for consideration and answering at the National Assembly session;
At the same time, the selection of questioning content must be consistent with the time of the questioning session. The questioned person is selected to be consistent with the group of questioning issues.
According to the resolution, National Assembly deputies raise questions; can provide information proving by images, video recordings, specific exhibits; in case of disagreement with the content of the question-and-answer session, they have the right to debate and the questioned person is responsible for answering;
The questioned person answers directly and fully the issues that the National Assembly Deputy has questioned, clearly defining responsibilities, measures and deadlines for overcoming limitations and inadequacies (if any);
Those invited to attend the question-and-answer session participate in explaining and clarifying the questioning content of NA deputies under their responsibility.
The order of question-and-answer sessions, time for raising questions, debating, answering questions and operating activities of question-and-answer sessions shall be implemented according to the regulations of the National Assembly session or under the direction of the chairman of the session.
