The General Secretary outlined 4 major results in PCTNLPTC work.
First of all, according to the General Secretary, the theory of motto, principles, and measures for PCTNLPTC work is increasingly perfected with strong innovation in thinking and working methods, correct choice of focus, breakthroughs, and long-standing issues to focus on leadership and direction.
General Secretary To Lam emphasized that combating TNLPTC does not deter but promotes socio-economic development; handling officials who violate the law does not weaken the Party but makes the Party stronger.
The second result is the work of detecting and handling TNLPTC. The General Secretary acknowledged that the agencies have coordinated closely and smoothly, proactively identifying, detecting, and handling strictly and synchronously between Party discipline handling, administrative handling and criminal handling.
Notably, many serious and complicated TNLPTC cases and cases have been handled in accordance with the motto "no forbidden areas, no exceptions", handling one case " thucdy in the whole region, the whole field". The General Secretary commented that the revolution in streamlining the organization of the apparatus and the political system, implementing the two-level local government model has helped save a lot of resources and eliminated many causes and conditions for TNLPTC.
Digital transformation, publicity, transparency, and administrative procedure reform have promoted and reduced direct contact, and also "shrunk down land for petty corruption".
In particular, the General Secretary said that personnel work has an important innovation. For the first time, the arrangement of 100% of Provincial Party Secretaries, Chairmen of Provincial People's Committees and some non-local positions has contributed to effectively preventing the situation of "group interests".
Along with building a culture of integrity and gradually reforming salary policies, the General Secretary said that we have created a foundation for cadres to not want or need TNLPTC.
