Politburo member and National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 87 adjusting the 2025 Legislative Program.
Accordingly, the resolution added to the 2025 legislative Program submitted to the National Assembly for comments and approval at the 10th Session (October 2025) for 04 projects including:
Law on Cyber Security (comprehensive amendment of the Law on Cyber Security and comprehensive amendment of the Law on Cyber Information Security into 01 law), implemented in a shortened order and procedure;
The Law on Judicial Assessment (amended), implemented according to shortened order and procedures;
Law on E-commerce;
And the Law on Thrift and Combat of Wastefulness (comprehensive amendment to the Law on Practicing Thrift and Combating Wastefulness).
Previously, at the 47th session of the National Assembly Standing Committee on July 10, Minister of Justice Nguyen Hai Ninh presented the Government's proposal on adjusting the 2025 legislative program, adding 4 draft laws submitted by the Government.
With the draft Law on Savings and Anti-waste, according to the Minister of Justice, this draft law has an scope of regulation including management and use of the state budget, state capital, public investment capital, public assets, labor, working time in the state sector; management, exploitation and use of resources, energy; production, business and consumption activities of organizations, households and individuals.
The draft law institutionalizes the direction of General Secretary To Lam and Directive 27 of the Politburo to build a culture of thrift and combating waste in the whole society.
In which, focusing on additional contents on "All-people savings and anti-waste Day" on May 31 every year; Incorporating educational content on savings and anti-waste in the national education system to form a culture and awareness of savings and anti-waste among the people.
At the same time, it creates a complete and synchronous legal basis for monitoring, detecting and handling wasteful behaviors.
Minister Nguyen Hai Ninh said that the draft law will add regulations to better identify wasteful behavior and sanctions according to Instruction 63 of the Central Steering Committee on preventing and combating corruption, waste and negativity.
