Minister Luong Tam Quang: The 8th Congress of the Central Public Security Party Committee, term 2025-2030 has identified major work orientations of the People's Public Security Forces to affirm the core main role in implementing the Resolution of the 14th National Congress and the Party's strategic guidelines, which are: (i) Continuing to be exemplary, taking the lead in implementing the Resolution of the 14th National Congress and the Party's strategic guidelines with specific results, striving to create new imprints for the Party and the people. (ii) Building the People's Public Security Forces to be truly clean, strong, regular, elite, modern, "Most disciplined - Most loyal - Closest to the people", on par with the requirements of protecting the Fatherland in the new situation. Minister, one of the new points in the thinking and action of the People's Police force is the shift from the motto "order - obedience" to "order - obedience and proactively propose, create development". What requirements does this place on the People's Police force in performing their duties, Minister?
Comrade Minister Luong Tam Quang: The new thinking sets very high requirements for the Police force regarding proactiveness and spirit of service, maximizing convenience, and fostering development. The reality of Police work is very rich, regularly grasping and evaluating the external and internal situation, the implementation of the Party's guidelines and the State's policies and laws; each officer and soldier of the Police, within the scope of their responsibilities and tasks, when there is high proactiveness associated with the spirit of service, construction and development, actively discovering and advising on good solutions and initiatives for national development, proposing to close loopholes and shortcomings, remove difficulties and obstacles, contributing to solving small violations early, not allowing them to accumulate into violations of the law, unlocking resources, and promoting development. Minister Luong Tam Quang: The Police force will "put on all antennaes", firmly grasp the situation, promptly advise the Party and State to plan foreign and domestic affairs issues, implement the goal of double-digit economic growth, establish a new growth model, absolutely not let the country be passive in terms of strategy, turning danger into opportunity for development. Maintain national security, strengthen the protection of regime security, government security, cultural and ideological security, economic security, network security, data security, protect weak people, "columns" of the political system, the quintessence in the scientific and technological community; solve potentially complex factors in security and order, not to let passivity and surprise occur. Proactively identify and firmly protect security in new spaces and fields; effectively fight against new methods and tricks of crime.
