The 7th Central Public Security Party Congress (2020-2025) is a successful term, marking many milestones in the 8-year history of the birth, fighting, growth and development of the People's Public Security Force. After 5 years, the world and regional situation has many rapid, widespread, and complex developments, with problems exceeding forecasts, unprecedented. In the country, many difficulties and challenges from natural disasters, epidemics to supply chain disruptions, international trade competition, tax policies... have significantly affected socio-economic development. However, with strong will, under the wise and correct leadership of the Central Executive Committee and the Politburo, and the consensus of the people, we focus on accelerating and making breakthroughs, continuing to resolutely and decisively carry out the renovation process, typically the revolution in streamlining the apparatus of the political system; implementing the two-level local government model, restructuring the space for socio-economic development. As a result, we have basically resolved difficulties and obstacles to complete and exceed the targets and goals set by the 13th National Party Congress, including the important and remarkable contribution of the People's Public Security Force.
The Central Public Security Party Committee and the entire People's Public Security force have been exemplary and taken the lead in implementing the Resolution of the 13th National Party Congress. In particular, the Central Public Security Party Committee is considered the "first flag" in implementing Resolution 18 of the Politburo on "continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient". The function of strategic consultation with the Party and State on political security and social order and safety has been increased a step. The country's security, territorial sovereignty and political position are firmly protected, creating positive changes in social order and safety, creating a turning point in governance, security management, creating a peaceful, secure, safe and stable environment and space for people across the country. The Public Security Party Committee has led the basic completion of the goal of building a People's Public Security force "really clean, strong, disciplined, elite, modern, meeting the requirements and tasks in the new situation" set forth in Resolution No. 12, dated March 16, 2022 of the Politburo. Digital transformation, overcoming the consequences of natural disasters, eliminating temporary and dilapidated houses are also bright spots that the People's Public Security force achieved during the 7th Central Public Security Party Congress. The above results are not only a vivid testament to the People's Public Security's absolute loyalty to the Party, the Fatherland, and the People, but also provide practical information, create foundation, motivation, and inspire the entire political system to implement.
Closely following and effectively implementing the Party's guidelines and policies on protecting national security, the People's Public Security force has promoted its main role, the core to keep "warm and peaceful", affirming Vietnam's position among the most peaceful and safe countries in the world, attracting international friends and partners to become friends and do business with Vietnam. At the same time, the police force always promptly grasps new emerging trends and issues in international relations, humanity's experience, advanced technology and knowledge help the Party plan appropriate policies in the goal of building and developing the country.
Under the leadership of the Party, the Public Security force has just completed its role as a frontline force in preventing and fighting the COVID-19 epidemic, at the same time creating the miracle of building a National Population Database, opening a new chapter in security and order management in a modern direction, reforming administrative procedures to the maximum, creating the highest convenience for people and businesses. Crime has been continuously controlled and reduced every year; there are more and more typical drug-free communes and wards, models of security and order in our country; traffic safety, fire safety have many innovations, both creating and developing, while consolidating an orderly, disciplined, safe and healthy society, people have a happier life, human security is enhanced and guaranteed.
International cooperation in security and order, along with international cooperation in defense, has become a pillar in the relationship between Vietnam and many countries; active participation in United Nations peacekeeping forces, international rescue participation; political trust from the results of security and order cooperation creates conditions for expanding and developing cooperation in many other fields, contributing to "making more friends, reducing thuses", strengthening the relationship between Vietnam and other countries to become increasingly in-depth, comprehensive and effective.
The image of officers and soldiers of the People's Public Security, the forces participating in protecting security and order at the grassroots level, always present in vulnerable, difficult, dangerous places, giving their lives to protect the lives and property of the people; anytime, anywhere with the spirit of "When the people need it, when the people have no police" affirming the effectiveness of studying and following Ho Chi Minh's ideology, morality and style and the Six lessons of Uncle Ho's teachings to the People's Public Security; continuing to strengthen the solidarity relationship, closely attach the Public Security to the people, building a people's security posture, a people's security posture associated with the national defense posture, a national defense posture on the basis of a solid "people's heart posture", strengthening the people's trust in the Party, the State and the Socialist Republic.

Hated and reactionary forces are trying every way to take advantage of loopholes and shortcomings in the early stages of operating the two-level local government model, the implementation of Party resolutions in recent times to combat disruption, distortation, causing division and internal disunity, and they are even trying every way to sabotage the success of the 14th National Congress of the Party.
Our Party shoulders the historical responsibility, leading the entire Party, people, and army to successfully achieve the two strategic goals of 100 years under the leadership of the Party, 100 years of the founding of the country, by the middle of the 21st century, our country will become a developed country with high income. The highest and consistent goal today is " peace, stability; rapid, sustainable development and improving the lives of all people", so that the people can truly live in Independence - freedom - Happiness. The People's Public Security must be one of the core forces to achieve these goals.
The requirement and task of building and defending the Fatherland in the new revolutionary period places a very glorious responsibility on the People's Public Security force. Regardless of the circumstances, the People's Public Security must be absolutely loyal to the Party, the Fatherland and the People; closely attached to the people, thoroughly grasp the viewpoint of "people are the root", the People are the center, the subject in all policies, policies, security work, and order, always imbued with and implementing the motto "People's Public Security for the country for itself, for the people to serve". Continue to take the lead in movements to repay gratitude, build schools, and provide medical examination and treatment to support people, especially the poor and ethnic minorities in remote areas.

Expanding international cooperation on security and order, proactively creating a security belt, effectively resolving challenges threatening national security and interests early, from afar, from outside the territorial border, establishing a comprehensive security posture at home and abroad. Increase the contribution of the People's Public Security force in maintaining international peace and security; ensure national interests, national interests, and legitimate rights of the people, so that security and order must be protected as much as possible.
Focus on building a clean, strong, comprehensive, exemplary, and leading Central Public Security Party Committee; build Party organizations in the People's Public Security, especially grassroots Party organizations with high fighting strength.
