The Ministry of Home Affairs has sent the Ministry of Justice for appraisal of the Draft Decree on decentralization and delegation of authority to perform state management tasks in the field of Home Affairs before submitting to the Government for promulgation.
Draft Decree attached to the Appendix to the List of areas of communes (maintained or newly formed after July 1, 2025) of 34 provinces and cities expected to form after the arrangement to apply the minimum wage according to Decree 74/2024.
For the provinces of Lang Son, Son La, Tuyen Quang, Phu Tho, the draft Decree clearly states the application of the regional minimum wage as follows:
Son La
Area III: To Hieu, Chieng An, Chieng Coi, Chieng Sinh wards.
Region IV: Remaining communes and wards.
Tuyen Quang
Area III: My Lam, Minh Xuan, Nong Tien, An Truong, Binh Thuan, Ha Giang 1, Ha Giang 2 wards and Ngoc Duong commune.
Region IV: Remaining communes and wards.
Lang Son
Area III: Tam Thanh, Luong Van Tri, Hoang Van Thu, Dong Kinh wards.
Region IV: Remaining communes and wards.
Phu Tho
Region II: communes of Hy Cuong, Yen Lac, Te Lo, Lien Chau, Tam Hong, Nguyet Duc, Binh Nguyen, Xuan Lang, Binh Xuyen, Binh Tuyen, Luong Son, Cao Duong, Lien Son, Thinh Minh and wards of Viet Tri, Nong Trang, Thanh Mieu, Van Phu, Vinh Phuc, Vinh Yen, Phuc Yen, Xuan Hoa, Hoa Binh, Ky Son, Tan Hoa, Thong Nhat.
Region III: Lam Thao, Xuan Lung, Phung Nguyen, Ban Nguyen, Phu Ninh, Dan Chu, Phu My, Tram Than, Binh Phu, Thanh Ba, Quang Yen, Hoang Cuong, Dong Thanh, Chi Thien, Lien Minh, Tam Nong, Tho Van, Van Xuan, Hien Quan, Tam Son, Song Lo, Hai Luu, Yen Lang, Lap Thach, Tien Lu, Thai Hoa, Lien Hoa, Hoap, Son Dong, Tam Dao, Dai Dinh, Dao Tru, Hoi Thinh, Hoang An, Tam Duong Bac, Vinh Tuong, Tho Tang, Vinh Hung, Vinh An, Vinh Phu, Vinh Thanh and the wards of Phu Phu, Co Au.
Region IV: Remaining communes and wards.
Currently, the Government stipulates the minimum wage for employees working under labor contracts according to Decree No. 74/2024/ND-CP, applicable from July 1, 2024 to present.
Accordingly, the minimum monthly salary in region I is 4,960,000 VND/month; region II is 4,410,000 VND/month; region III is 3,860,000 VND/month, region IV is 3,450,000 VND/month.
The minimum hourly salary in region I is 23,800 VND/hour, region II is 21,200 VND/hour, region III is 18,600 VND/hour, region IV is 16,600 VND/hour.
