Regional minimum wage in Hai Phong, Quang Ninh, Hung Yen after reorganization

The Ministry of Home Affairs plans a list of commune-level areas after the reorganization in Hai Phong, Quang Ninh, Hung Yen to apply the minimum wage according to Decree 74/2024.

The Ministry of Home Affairs has sent the Ministry of Justice for appraisal of the Draft Decree on decentralization and delegation of authority to perform state management tasks in the field of Home Affairs before submitting to the Government for promulgation.

Draft Decree attached to the Appendix to the List of areas of communes (maintained or newly formed after July 1, 2025) of 34 provinces and cities expected to form after the arrangement to apply the minimum wage according to Decree 74/2024.

For the provinces: Hai Phong, Quang Ninh, Hung Yen, the draft Decree clearly states the application of the regional minimum wage as follows:

Quang Ninh

Area II: Mong Duong, Quang Hanh, Cam Pha, Cua Ong, Hai Hoa wards.

Area III: Tien Yen, Dien Xa, Dong Ngu, Hai Lang, Quang Tan, Dam Ha, Quang Ha, Duong Hoa, Quang Duc communes and Van Don area.

Area IV: Luong Minh, Ky Thuong, Ba Che, Hoanh Mo, Luc Hon, Binh Lieu communes and Co To area.

Area I: Residing communes and wards.

Hai Phong City

Region II: Bach Long Vi area, Chu Van An, Chi Linh, Tran Hung Dao, Nguyen Trai, Tran Nhan Tong wards, Le Dai Hanh, Kinh Mon, Nguyen Dai Nang, Tran Lieu, Bac An Phu, Pham Su Manh, Nhi Chieu and the communes of Nam An Phu, Nam Sach, Thai Tan, Hop Tien, Tran Phu, An Phu, Ha Nam, Cam Giang, Cam Giang, Tu Te Tinh, Mao Dien, Ke Sat, Binh Giang, Duong An, Thuong Hong, Gia Loc, Yet Kieu, Gia Phuc, Truong Tan, Tu Ky, Tan Ky, Dai Son, Dai Minh, Lac Tien, Nguyen Gien, Khap, Kim Lai, Thai Thanh.

Hung Yen

Region II: Pho Hien, Son Nam, Hong Chau, My Hao, Duong Hao, Phuong Hong, Thai Binh, Tran Lam, Tran Hung Dao, Tra Ly, Vu Phuc wards and the communes of Tan Hung, Yen My, Viet Yen, Hoan Long, Nguyen Van Linh, Nhu Quynh, Lac Dao, Dai Dong, Nghia Tru, Phung Cong, Van Giang, Me So.

Region IV: Remaining communes and wards.

Currently, the Government stipulates the minimum wage for employees working under labor contracts according to Decree No. 74/2024/ND-CP, applicable from July 1, 2024 to present.

Accordingly, the minimum monthly salary in region I is 4,960,000 VND/month; region II is 4,410,000 VND/month; region III is 3,860,000 VND/month, region IV is 3,450,000 VND/month.

The minimum hourly salary in region I is 23,800 VND/hour, region II is 21,200 VND/hour, region III is 18,600 VND/hour, region IV is 16,600 VND/hour.
