At the 8th session of the 15th National Assembly, Mr. Duong Thanh Binh - Member of the Standing Committee of the National Assembly, Head of Petitions of the Standing Committee of the National Assembly - presented a summary report on the results of monitoring the settlement and response to voters' petitions sent to the 7th session of the 15th National Assembly.
Mr. Duong Thanh Binh said that voters in Thai Binh province requested to have policies and regimes for preschool teachers who joined the industry in the 1960s and 1970s, but after 20-30 years of work, they quit their jobs and did not enjoy the State's policies and regimes.
Through monitoring, it is shown that since 2017, the Ministry of Education and Training has been assigned by the Prime Minister to conduct a comprehensive study and propose a regime for preschool teachers who have not yet received their benefits. In 2018, the Ministry of Education and Training conducted a field survey and compiled data from localities, according to which, there were about 120,000 preschool teachers who had not yet received their benefits, and the Ministry reported to the Prime Minister on the research results, including proposing to issue regimes and policies for these teachers.
"However, from 2019 to now, the Ministry has not continued to implement the advice on policy development. It is recommended that the Ministry of Education and Training quickly research and develop and submit to the Government regulations on the regime for preschool teachers who have left work without receiving benefits," said Mr. Duong Thanh Binh.
In addition, since the 7th Session of the 14th National Assembly, voters in many localities have requested the Ministry of Education and Training to study and submit amendments and supplements to Decree No. 116 regulating support policies for students and high schools in extremely disadvantaged communes and villages and Joint Circular No. 109 guiding a number of financial regimes for students of ethnic boarding schools and ethnic preparatory schools.
Mr. Duong Thanh Binh said that Decree No. 116 was issued more than 8 years ago, Joint Circular No. 109 was issued more than 15 years ago. In recent times, the country's socio-economic situation has been constantly developing, people's lives have been improved, but the above support policies have not been amended and supplemented in a timely manner.
"This is also the opinion of voters that has lasted through the terms of the National Assembly. The Ministry of Education and Training has not fulfilled its commitment to the deadline promised to voters. These recommendations need to be studied and accepted in order to resolve them completely, to avoid voters continuing to make recommendations in the upcoming sessions," said Mr. Duong Thanh Binh.
The National Assembly Standing Committee recommends that the Ministry of Education and Training urgently complete and submit to the Government for promulgation documents amending and supplementing regulations on the above support policies.
According to the report presented by Mr. Duong Thanh Binh, through the meetings with voters, 2,289 voters' petitions were compiled and sent to competent authorities for resolution, in which a number of areas continued to receive much attention from voters, such as: labor, war invalids and social affairs; health; transportation; agriculture, rural areas; natural resources, environment; education and training. To date, 2,238 petitions have been resolved and responded to, reaching 97.8%.
Of which, the National Assembly and its agencies responded to 35/35 petitions, reaching 100%; the Government, ministries and central branches resolved and responded to 2,112/2,162 petitions, reaching 97.7%.
