On the afternoon of June 20, the National Assembly discussed in the hall the investment policy for the Quy Nhon - Pleiku expressway construction investment project; adjusting the investment policy for the Bien Hoa - Vung Tau expressway project phase 1.
National Assembly delegate Nguyen Tam Hung (Ba Ria - Vung Tau delegation) said that the National Assembly's consideration of adjusting the total investment is necessary to update factors arising during the implementation process in practice, especially compensation, support, resettlement costs and other necessary technical items.
The delegate assessed the proposal to adjust the total investment of the project from VND 17,837 billion to VND 21,551 billion based on the actual price application and unit price adjustment in each locality.
This is a timely and necessary adjustment to ensure transparency and efficiency in public investment management.
Commenting on the Quy Nhon - Pleiku expressway project, National Assembly delegate Nguyen Truc Son (Ben Tre delegation) agreed to appoint a consulting package to speed up progress, because this is a stage that often takes a lot of time, but with construction packages, it is recommended not to include a "contract prescription" in the draft resolution.
Instead, the Government should decide on the form of contractor selection in accordance with the Bidding Law depending on the urgency of each stage, to select the contractor with the best capacity.
In the case of bidding, he proposed to apply the form of "one package, two bags of documents".
"That is, initially assessing the technical capacity of the contractor, then considering the price factor. Because currently, many public investment projects have the phenomenon of contractors bidding at low prices to win the bid, but then many problems arose in the implementation process," the delegate further explained.
Regarding the division of the package, according to the delegate, this is a large project with a total investment of over 1.7 billion USD, passing through two provinces - previously Gia Lai and Binh Dinh, now after the administrative arrangement, there is only one province.
Initially planned to be divided into two packages, now a province, the delegate also agreed to continue to keep the plan of dividing into two packages to speed up progress because for large-scale public investment projects, if they want to be implemented quickly, they must be divided into small packages to make them suitable.
Explaining the opinions of delegates, regarding the Bien Hoa - Vung Tau expressway project, phase 1, Minister of Construction Tran Hong Minh said that the reason for the total investment of the project (especially the compensation and site clearance cost) exceeding more than 3,000 billion VND in both Dong Nai and Ba Ria - Vung Tau is due to the process of surveying and establishing an investment policy from 2019-2020, at that time the unit price was different.
When construction is implemented in 2023-2024, a new unit price must be applied, leading to a significant difference.
The project arose with another My Xuan - Ngai Giao intersection, which led to site clearance costs and construction costs.
Clarifying opinions on specific policies and mechanisms for appointing bids, the Minister of Construction said that due to the difficult bidding process, affecting the progress of transport projects, it is necessary to request specific mechanisms from the National Assembly for urgent projects.
"If the procedures take 1-3 years, it will lead to price inflation and capital increase," the minister said and emphasized that when applying the form of bidding, it is still necessary to strictly comply with regulations.
