On June 10, the National Assembly Standing Committee gave its opinion on the investment policy for the Ho Chi Minh City Ring Road 4 construction investment project.

Ring Road 4 will be responsible for receiving and clearing transit traffic flows, reducing the load on inner-city routes and improving the traffic situation within the city/inner province, connecting regions, shortening travel time, promoting socio-economic development.
The project enhances the capacity to circulate passengers and goods, saving time and transportation costs. Expanding markets, connecting economic and political centers with other regions; shortening gaps and overcoming development differences between localities with routes.
Reducing traffic congestion and accidents, creating jobs and increasing income for people. The connection between economic and political centers, between localities and satellite cities of Ho Chi Minh City will contribute to improving the cultural and spiritual life of the people.
Reducing the traffic volume through densely populated areas, especially in the inner city to minimize the environmental impact on emissions, dust, noise, etc.
The total length of the entire route is about 207.26 km; the project investment scope is about 159.31 km (excluding the section passing through Binh Duong province, about 47.95 km long, which is invested according to the investment policy approved by the People's Council of Binh Duong province), divided into 10 component projects.
The project's preliminary land occupation demand is about 1,420.70 hectares. The Government proposes to allow the conversion of rice-growing land use purposes to implement the project. Clearing the entire route once according to the planning scale.
The total preliminary investment of the project is 120,412.55 billion VND, including the state budget for the period 2021-2025 of 81.94 billion VND.
The state budget capital for the 2026-2030 period is 69,698.39 billion VND, including the central budget of about 29,667.46 billion VND, local budget capital of 40,030.93 billion VND; capital mobilized by investors is 50,632.22 billion VND.
Component projects are implemented under the public-private partnership (PPP) method. Regarding progress, investment preparation, project implementation from 2025; completion of the project to put into operation and exploitation in 2029.
After discussion, Vice Chairman of the National Assembly Vu Hong Thanh stated that the National Assembly Standing Committee agreed on the necessity of investing in the project, and suggested that the Government accept the opinions of the inspection agency and the opinions discussed at the meeting to complete the dossier. The Resolution only raises big, important issues, not too specific numbers.
The Vice Chairman of the National Assembly also proposed to clarify the investment options, the ability to balance capital and the efficiency of the entire project.
It is expected that on June 11, the National Assembly will submit the investment policy for the Ho Chi Minh City Ring Road 4 construction investment project.
