Expanding the target of boarding students, ensuring enough schools and classes after the merger

The People's Committee of the commune ensures enough schools, classrooms and medical facilities for examination, treatment, and health care for the people, for each level of education after the arrangement.

That is the content of Official Dispatch No. 110/CD-TTg dated July 17, 2025 of the Prime Minister on continuing to focus on implementing the Resolution of the Central Committee, Conclusion of the Politburo, Secretariat on reorganizing the apparatus and administrative units.

The Prime Minister assigned the Ministry of Education and Training to urgently complete and submit to the Prime Minister the investment project for boarding schools in communes, wards and border special zones in July 2025.

In which, capital is used to increase revenue in 2024 and save spending in the first 7 months of 2025 and the national target program to modernize and improve the quality of education and training for the period 2026-2030; focus on investing in strengthening facilities, school scale, and classrooms at all levels of education.

At the same time, urgently complete and submit to the Prime Minister the project "Construction of boarding and semi-boarding schools for high school students in remote, isolated, border and island areas in the 2026-2030 period".

The Ministry of Education and Training proactively reviews legal documents to expand the target of boarding and semi-boarding students, regardless of ethnic minority or ethnic minority, ensuring equality in access to education; promulgate according to its authority or submit to competent authorities for consideration and promulgation.

The Prime Minister assigned the Ministry of Finance to advise and allocate capital from the central budget and mobilize other legal capital sources to implement the national target program of modernization, improving the quality of education and training for the 2026-2030 period and the project to build boarding and semi-boarding schools for high school students in remote, isolated, border and island areas for the 2026-2030 period, to strengthen facilities, scale of schools and classrooms.

The People's Committees of provinces and cities prioritize budget sources, land, and facilities after the arrangement to increase education and health, and have solutions to mobilize other legal resources to invest in facilities and equipment for educational institutions.

In particular, special attention should be paid to schools in disadvantaged areas that have not met the minimum facilities, boarding and semi-boarding schools for ethnic minorities to continue improving the quality of education, care and nurturing of preschool children, boarding students, semi-boarding students in ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions.

The works in educational institutions must be safe, solid, and meet the standards and regulations on area according to current regulations. In particular, there is no shortage of facilities for convenient medical examination and treatment for people; sick people must receive timely and effective health care.

The People's Committees of provinces and cities direct the People's Committees at the commune level to ensure sufficient schools, classrooms and medical facilities for medical examination, treatment, and health care for the people, for each level of education, in accordance with the characteristics and situation of the locality after the arrangement.

The Prime Minister emphasized that these are particularly important and urgent tasks, and requested Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to pay attention to, closely direct, and organize the implementation synchronously, consistently, and on schedule, ensuring the apparatus operates stably, does not leave legal gaps, and promptly resolves the requirements of people and businesses.
