The government requires the development of a plan so that every citizen has a digital identity, digital means, digital skills and digital accounts, forming digital citizens.

The Government has just issued Resolution No. 03/NQ-CP Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.

The Government requires ministries, branches and localities to review and remove bottlenecks and institutional and policy barriers in the development of science, technology, innovation, digital transformation and high-quality human resources.

Perfecting legal regulations to ensure a legal corridor for the operations of all sectors and fields in the digital environment.

Develop and promulgate specific mechanisms on investment, public investment, public procurement of products that are the results of scientific research and technological development, digital products and services to accelerate national digital transformation.

Amend legal regulations to remove bottlenecks in science, technology and innovation activities towards accepting risks, risky investments and delays in scientific research, technology development and innovation.

Develop a network connecting innovation centers and creative startups, focusing on strategic technologies and digital transformation; implement programs and projects to promote key technology and innovation fields of the National Innovation Center.

By 2030, at least 5 projects and programs in the fields of semiconductors, artificial intelligence, digital technology, smart factories, smart cities, etc. will be implemented.

Develop tax incentives for investment, purchase, and rental of digital products and services; develop mechanisms and policies to support and encourage organizations, individuals, and businesses to invest in and build laboratories and centers for scientific and technological research and development.

Completing the legal corridor to promote the application of artificial intelligence (AI) in solutions to develop digital technology applications in industries, fields, and localities, associated with state management in the field of security in the direction of shortcuts and anticipation.

Promote the application of science and technology to build scientific foundations to assist in decision-making in the operations of state management agencies.

Building a model of a smart monitoring and control center to strengthen public management, improve governance and operational efficiency of all levels of government; and carry out direction and operations of state agencies online, based on data.

Enhancing interaction between the government and the people helps reduce bureaucracy in the state apparatus; online and comprehensive monitoring, timely warning, early detection to prevent corruption, negativity, and waste.

Develop and master domestic digital platform technology to ensure safety and convenience for people; quickly popularize essential digital services for people; develop a plan so that each person has a digital identity, digital means, digital skills and digital accounts, forming digital citizens.

Develop mechanisms and policies to support digital technology enterprises, organizations and individuals with capacity to carry out key tasks on digital transformation; policies to support and develop digital technology enterprises to exploit the domestic digital transformation market to reach out to the world; promote the development of small and medium enterprises.
