Developing science, technology, innovation and digital transformation are decisive factors for the development of countries; they are the prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of the Nation's rise.
In recent times, our Party and State have had many policies and guidelines to promote the application and development of science and technology, promote innovation and digital transformation, proactively and actively participate in the Fourth Industrial Revolution, and achieve many important results. However, the speed and breakthrough in the development of science, technology, innovation and national digital transformation are still slow; the scale, potential, level of science, technology and national innovation are still far behind that of developed countries; the awareness of many levels, sectors, cadres, civil servants and people about digital transformation is not complete and profound; research and application of science, technology and innovation have not made breakthroughs, have not mastered strategic technologies and core technologies; legal institutions, mechanisms and policies have not met requirements; high-quality human resources are still lacking; infrastructure is not synchronous, especially digital infrastructure has many limitations; Security, information security, data protection still have many challenges.
Our country is facing the need for strong, strategic and revolutionary policies and decisions to create new momentum, breakthroughs in science and technology development, innovation and digital transformation, to bring the country to develop strongly in the new era - the era of prosperity and strength, successfully achieving the goal that by 2030, Vietnam will become a developing country with modern industry and high average income, and by 2045, it will become a developed country with high income. From the above situation, the Politburo requires the following contents to be thoroughly implemented:
I- GUIDING VIEWPOINT
1. Developing science, technology, innovation and national digital transformation are the top important breakthroughs, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
2. Strengthen the comprehensive leadership of the Party, promote the combined strength of the entire political system, the active participation of entrepreneurs, enterprises and the People in the development of science, technology, innovation and national digital transformation. Identify this as a profound and comprehensive revolution in all fields; implemented resolutely, persistently, synchronously, consistently and long-term with breakthrough and revolutionary solutions. People and enterprises are the center, the main subjects, resources and driving forces; scientists are the key factor; the State plays a leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation.
3. Institutions, human resources, infrastructure, data and strategic technology are the key and core contents, in which institutions are the prerequisite, need to be completed and go one step ahead. Innovate the thinking of building laws to ensure management requirements and encourage innovation, eliminating the mindset of "if you can't manage it, then ban it". Focus on ensuring high-quality human resources for the development of science, technology, innovation and national digital transformation; have special mechanisms and policies on talent. Develop infrastructure, especially digital infrastructure and digital technology on the principle of "modernity, synchronization, security, safety, efficiency, avoiding waste"; enrich and exploit the maximum potential of data, turn data into the main means of production, promote the rapid development of big databases, data industry, and data economy.
4. Develop rapidly and sustainably, gradually become self-reliant in technology, especially strategic technology; prioritize national resources for investment in science and technology development, innovation and digital transformation. Maximize Vietnam's potential and intelligence by quickly absorbing, mastering and applying the world's advanced scientific and technological achievements; promote applied research, focus on basic research, move towards self-reliant and competitive technology in a number of areas where Vietnam has demand, potential and advantages.
5. Ensuring national sovereignty in cyberspace; ensuring network security, data security, and information security of organizations and individuals are consistent and inseparable requirements in the process of developing science, technology, innovation, and national digital transformation.
II- OBJECTIVES
1. By 2030
- Potential, level of science, technology and innovation have reached advanced levels in many important fields, among the leading group among upper-middle-income countries; the level, capacity of technology and innovation of enterprises have reached above the world average; some fields of science and technology have reached international levels. Vietnam is in the top 3 countries in Southeast Asia, the top 50 countries in the world in digital competitiveness and e-Government development index; the top 3 countries in Southeast Asia in research and development of artificial intelligence, the center for development of some digital technology industries and fields in which Vietnam has advantages. There are at least 5 digital technology enterprises on par with advanced countries.
- The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. The rate of enterprises with innovation activities reaches over 40% of the total number of enterprises. Science, technology and innovation make an important contribution to building and developing the cultural, social and human values of Vietnam, contributing to the human development index (HDI) maintaining above 0.7.
- Research and development (R&D) expenditure reaches 2% of GDP, of which social expenditure accounts for more than 60%; allocate at least 3% of total annual budget expenditure for science, technology, innovation, national digital transformation and gradually increase according to development requirements. The system of science, technology, and innovation organizations is rearranged to ensure effectiveness, efficiency, and close linkage between research - application - training. Human resources for scientific research, technology development, and innovation reach 12 people per 10,000 people; there are 40 - 50 science and technology organizations ranked in the region and the world; the number of international scientific publications increases by an average of 10%/year; the number of patent applications and patent protection certificates increases by an average of 16 - 18%/year, the commercial exploitation rate reaches 8 - 10%.
- Advanced, modern digital technology infrastructure, super large capacity, super wide bandwidth on par with advanced countries; gradually mastering a number of strategic technologies, digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, 5G, 6G mobile information, satellite information and a number of emerging technologies. Nationwide 5G coverage. Complete the construction of smart cities for centrally-run cities and a number of qualified provinces and cities. Attract at least 3 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.
- State management from central to local levels in the digital environment, connecting and operating smoothly between agencies in the political system. Complete the construction, connection, and synchronous sharing of national databases and industry databases; effectively exploit and use digital resources and digital data, and form a data exchange. Develop digital government, digital economy, digital society, digital citizens, and digital cultural industry to reach the world's highest level. Vietnam is among the leading countries in cyber security, safety, data security, and data protection.
2. Vision to 2045
Science, technology, innovation and digital transformation have developed steadily, contributing to making Vietnam a developed country with high income. Vietnam has a digital economy scale of at least 50% of GDP; is one of the digital technology industry centers of the region and the world; is among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises is equivalent to developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.
III- TASKS AND SOLUTIONS
1. Raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new momentum and new spirit in the whole society in developing science, technology, innovation and national digital transformation.
- Party committees, party organizations, cadres and party members need to fully understand the importance and thoroughly grasp the viewpoints, guidelines and policies of the Party and State on digital transformation, science and technology development, innovation, clearly define responsibilities, and proactively implement them. Leaders must be directly responsible and direct; cadres and party members must be exemplary in implementation. The tasks of digital transformation, science and technology development, and innovation are specifically defined in the annual work programs and plans of agencies, organizations, units and localities; implementation results are the criteria for evaluating the effectiveness of task performance, and evaluating annual emulation and rewards. Arrange an appropriate number of cadres with scientific and technical expertise in party committees at all levels. Promote the spirit of creativity, daring to think, daring to do, daring to take responsibility of cadres and party members in developing science and technology, innovation and digital transformation.
- Have effective propaganda and education programs to raise awareness, determination, develop science, technology and innovation, carry out digital transformation in the entire political system, people and businesses, create trust and new momentum in society. Widely deploy the "digital learning" movement, popularize and improve scientific, technological and digital knowledge among cadres, civil servants and people; start-up, creative and innovative movements to improve work efficiency and labor productivity, arouse the spirit of autonomy, self-confidence, self-reliance, self-reliance, national pride, promote Vietnamese intelligence to successfully implement the goals and tasks of developing science, technology, innovation and national digital transformation. Expand and diversify forms of honoring, praising and timely and worthy rewards for scientists, inventors, businesses, organizations and individuals with achievements in developing science, technology, innovation and digital transformation; Appreciate every invention, innovation, technical improvement, and initiative to improve work efficiency and performance, no matter how small.
2. Urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in developing science, technology, innovation, and digital transformation.
Continue to fully institutionalize and effectively implement resolutions, directives and conclusions of the Party Central Committee, Politburo and Secretariat on education and training development; science and technology, innovation and national digital transformation. Focus on implementing the following contents well:
- Urgently amend, supplement and synchronously complete legal regulations on science, technology, investment, public investment, public procurement, state budget, public assets, intellectual property, taxes, etc. to remove bottlenecks and barriers, free up resources, encourage and develop science, technology, innovation, national digital transformation, and human resource development; reform management methods and implement scientific and technological tasks suitable to each type of research; reform financial management mechanisms in implementing scientific, technological, innovation and digital transformation tasks, simplify administrative procedures to the maximum; grant autonomy in using funds for scientific research and technological development.
- Have an open approach, apply creativity, allow for piloting of new practical issues. Accept risks, venture capital and delays in scientific research, technology development, and innovation. Have a pilot mechanism for enterprises to test new technologies under State supervision; have a policy of exemption from liability for enterprises, organizations, and individuals in the case of testing new technologies and new business models that cause economic damage due to objective reasons. Form venture capital funds for creative startups, technology incubation, and digital transformation.
- Unify and improve the effectiveness of state management of science, technology, innovation and digital transformation. Develop research institutes and universities into strong research entities, closely combining research, application and training. Invest in and upgrade the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, and key national scientific research and innovation institutions. Merge and dissolve ineffective scientific and technological organizations. Have mechanisms and policies to support and develop effective public scientific and technological research organizations; grant autonomy and self-responsibility for organization, staff, finance and expertise; use the state budget to hire experts, use tangible and intellectual assets to link and cooperate in science and technology with organizations and enterprises. There is a mechanism to allow and encourage research organizations and scientists to establish and participate in operating businesses based on research results.
- Attract and effectively use all investment resources for science and technology development, innovation, and national digital transformation. The budget for research and development of science and technology is prioritized according to the fund mechanism, through science and technology development funds. Restructure the budget for science and technology to ensure concentration, focus, and key points, not spread out. Have a mechanism to encourage public procurement of products and goods that are the results of scientific research created by domestic enterprises. Have a special mechanism for research, access, purchase of technological secrets, learning, and copying advanced foreign technologies.
3. Increase investment and improve infrastructure for science, technology, innovation and national digital transformation
- Issue the Strategic Technology and Industry Development Program; Strategic Industry Development Investment Fund (prioritizing the fields of defense, space, energy, environment, biotechnology, artificial intelligence, advanced materials, semiconductors, quantum technology, robotics and automation, etc.); have a policy testing mechanism to promote research, development, application and transfer of strategic technology. Allocate at least 15% of the state budget for science and technology to serve strategic technology research; issue public-private partnership mechanisms and policies for strategic technology research and development.
- Issue strategies for research and application of science and technology in the exploitation and development of marine space, underground space and outer space. Focus on developing energy infrastructure, especially new energy, clean energy and ensuring energy security for the development of science, technology and strategic industries. Strictly manage, exploit and effectively use the country's mineral resources, especially rare earths, to develop science, technology and innovation.
- Develop a system of research and testing centers, national key laboratories, focusing on strategic technology. Have mechanisms and policies to support and encourage organizations, individuals, and businesses to invest in and build laboratories, research centers and develop science and technology.
- Promote the application and development of digital technology. Issue policies to encourage investment, purchase, and lease of digital products and services; special policies to train, develop, and attract domestic and foreign organizations, individuals, and enterprises operating in the fields of digital transformation, digital technology product development, and cybersecurity industry. Build and share national and regional digital platforms, ensuring unified and interconnected operations of industries and fields in the digital environment. Promote the digital economic ecosystem in all fields.
- Have a public-private partnership mechanism to develop modern digital infrastructure, in which state resources are the main source. Develop telecommunications and Internet infrastructure that meets the requirements of backup, connectivity, safety, sustainability, satellite data transmission systems, high-speed broadband fiber optic cable networks covering the whole country, 5G, 6G and next-generation mobile information networks. Develop digital physical infrastructure, digital utility infrastructure; integrate sensors, apply digital technology to essential infrastructure. Develop the IoT industry, build a number of mobile IoT industrial clusters.
- Have mechanisms and policies to support domestic enterprises to invest in and build data centers and cloud computing; attract foreign enterprises to set up data centers and cloud computing in Vietnam. Form a storage and computing infrastructure that meets international and green standards. Quickly complete and effectively promote the National Data Center; invest in building regional data centers. Build and effectively promote national data, data of ministries, branches and localities to ensure connectivity, integration and sharing. Have mechanisms and policies to ensure data becomes an important source of production resources. Establish ownership, data trading and distribution of value created from data. Develop data economy, data market and data trading floors. Build large databases with Vietnamese sovereignty. Form a big data industry in Vietnam. Strongly develop artificial intelligence applications based on big data for important industries and fields.
4. Developing and utilizing high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation
- Increase investment, innovation, improve the quality of education and training, ensure high-quality human resources to meet the requirements of science, technology development, innovation and national digital transformation. Have attractive mechanisms and policies on credit, scholarships and tuition fees to attract excellent students to study in the fields of mathematics, physics, biology, chemistry, engineering and key technology, especially at postgraduate levels. Develop and implement talent training programs in all fields. Issue specific mechanisms to attract overseas Vietnamese and highly qualified foreigners to work and live in Vietnam. There are special mechanisms for naturalization, home and land ownership, income, and working environment to attract, employ, and retain leading scientists, experts, and "chief engineers" at home and abroad who are capable of organizing, operating, commanding, and implementing key national tasks in science and technology, innovation, digital transformation, development of artificial intelligence technology, and human resource training. Build, connect, and develop a network of domestic and international experts and scientists.
- Build a number of advanced schools and training centers specializing in artificial intelligence. Have a specific mechanism for public-private partnership in training digital technology human resources. Build an online education and training platform, a digital university education model, and improve digital capacity in society.
- Develop a team of lecturers and scientists with sufficient capacity and qualifications to meet the requirements of teaching in the fields of basic science, semiconductor chip technology, microcircuits, engineering and key technologies; promote cooperation with prestigious foreign universities; strongly innovate training programs according to international standards, modernize training methods and apply advanced technology, especially artificial intelligence.
5. Promote digital transformation, application of science, technology, and innovation in the operations of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, and ensure national defense and security.
- Have a plan and roadmap to bring all activities of agencies in the political system to the digital environment, ensuring connectivity, synchronization, and state secrecy. Build a national shared digital platform, develop a smart monitoring and operating system to strengthen public management. Comprehensively innovate the settlement of administrative procedures, provide public services regardless of administrative boundaries; improve the quality of online public services, digital services for people and businesses, towards providing comprehensive, personalized and data-based online public services; strengthen monitoring, evaluation and accountability of state agencies and competent persons in serving the people. Have specific policies to attract, recruit, and retain human resources in science, technology and digital transformation to work in agencies of the political system.
- Develop safe digital platforms and increase the application of digital technology, forming digital citizens. Develop a number of Vietnamese social networks, build a safe and healthy digital society. Develop digital culture to ensure the preservation of national identity, build a code of conduct in cyberspace, minimize the negative impact of digital technology on society. Build a digital platform to monitor and collect data in the fields of natural resources and environment.
- Ensure safety, network security and national sovereignty on digital platforms and cyberspace; security, safety of legal data of organizations, individuals, enterprises and national data security sovereignty. Modernize weapons, military and security technical equipment. Gradually apply digital technology in command and operation of armed forces as well as master high technology in national defense and security activities. Effectively prevent crimes in the field of digital transformation, combat online fraud. Build and promote the strength of people's war posture, people's hearts posture in cyberspace to protect the Fatherland.
6. Strongly promote science, technology, innovation and digital transformation activities in enterprises
- Have preferential policies to encourage enterprises, especially small and medium enterprises, to invest in digital transformation, research, application of science, and technological innovation to improve production and business efficiency and corporate governance; promote knowledge transfer, training of human resources in science, technology, and innovation through enterprises with foreign direct investment (FDI); support domestic technology enterprises to invest abroad.
- Have strong enough policies to encourage entrepreneurship in science, technology, innovation and digital transformation, along with policies to support startups and attract domestic and foreign businesses to start businesses in Vietnam.
- Have mechanisms and policies to support the formation and development of a number of large-scale domestic strategic digital technology enterprises to develop digital infrastructure, lead national digital transformation and have sufficient international competitiveness; mechanisms for ordering and assigning tasks to digital technology enterprises to carry out key tasks in digital transformation; preferential mechanisms on land, credit, and taxes in research, testing, application, development, and production of digital technology products and services. Develop a number of digital technology industrial parks. Encourage enterprises to reinvest in infrastructure and invest in research and development (R&D).
- Promote consumption of products and services in the digital environment, ensuring that the digital economy of all sectors and fields accounts for at least 70% of the digital economy; promote smart production in the following sectors and fields: Agriculture, trade, finance, education, healthcare, transportation, and logistics.
7. Strengthen international cooperation in science, technology development, innovation and digital transformation
Focus on promoting cooperation in scientific research and technology development with countries with advanced science and technology, developing digital transformation, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy and other strategic technologies. Have policies on purchasing and transferring advanced technologies suitable to Vietnam's conditions. Proactively and actively participate in developing international rules and standards on new technologies to ensure safety and mutual benefit. Promote capacity building and technology transfer in international agreements and treaties to which Vietnam is a member.
IV- IMPLEMENTATION ORGANIZATION
1. Establish a Central Steering Committee on Science, Technology, Innovation and Digital Transformation, headed by the General Secretary of the Party Central Committee. Establish a National Advisory Council on Science, Technology, Innovation and Digital Transformation with the participation of domestic and foreign experts.
2. The Party Delegation of the National Assembly leads and directs the review and improvement of laws on science and technology development, innovation and digital transformation; and strengthens supervision of implementation according to regulations.
3. The Government Party Executive Committee shall lead and direct the development of an action program to implement the Resolution; coordinate with the National Assembly Party Delegation to fully institutionalize the policies and guidelines stated in this Resolution and allocate sufficient resources for implementation, basically completing it in 2025.
4. The Vietnam Fatherland Front and socio-political organizations lead and direct the development of programs and plans to guide and mobilize people to implement the Resolution, promote the role of supervision, social criticism, and participate in the development of laws, mechanisms, and policies on science and technology development, innovation, and digital transformation.
5. The Central Propaganda Department shall preside over and coordinate with relevant agencies to guide the implementation of the Resolution; guide the enhancement of propaganda of the Resolution's contents.
6. The Central Party Office coordinates with the Central Economic Commission to monitor, inspect and evaluate the implementation results of the Resolution; every 6 months, report the results to the Central Steering Committee and the Politburo for direction.
