On November 6, continuing the 8th Session, the National Assembly discussed in the hall the draft Law on Public Investment (amended).
Explaining some issues raised by National Assembly deputies, Minister of Planning and Investment Nguyen Chi Dung said that first of all, it is necessary to change the mindset of law making.
Previously, we only focused on management. This time, we must both manage and create development, creating new dynamics, new spaces, and clearing bottlenecks.
At the same time, liberating resources and meeting the requirements of national development is an extremely important requirement and a huge change in thinking.
“We have only focused on management issues but have not thought about how to create development. This will be more clearly demonstrated this time. This is a very big problem,” Minister Nguyen Chi Dung emphasized.
At the same time, we must change from pre-control to post-control. The experience of countries that do it very quickly is because they issue regulations and standards and then implement them without needing to ask for permission in advance.
When performing, it must follow the prescribed standards and regulations. Anyone who violates the law will be held responsible and handled according to the law.
At the same time, decentralization and delegation of power are promoted. Minister Nguyen Chi Dung told about his trip to China, where one of their provinces built 2,000 km of highway in 3 years.
“I asked why it was done so quickly, in so much, and why it was so cheap. They said there were three issues. Among them, strong decentralization to localities, daring to borrow and establish state-owned companies to carry out transport infrastructure projects. After the investment is completed, it is transferred to the private sector for exploitation and capital recovery…” - the Minister of Planning and Investment stated clearly.
Minister Nguyen Chi Dung added that the Central Government, the National Assembly, and the Government focus on playing the role of controlling, creating, and strengthening environmental institutions and clarifying responsibilities, results in cutting and simplifying administrative procedures; reducing asking and giving, reducing pushing and avoiding.
According to the Minister, the content of this revision is all core issues, the problems in practice have been summarized and are really important and urgent. As for the non-urgent issues, we will leave them for later revision.
