The National Assembly's Economic Committee has just held a session to review the investment policy of the North-South high-speed railway project.
The review session was chaired by Mr. Vu Hong Thanh - Member of the Party Central Committee, Chairman of the National Assembly's Economic Committee.
At the meeting, Mr. Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province emphasized that in the process of building the pre-feasibility study report, Nghe An province coordinated with the Ministry of Transport and the Ministry of Planning and Investment to fully participate in providing opinions and recommendations.
Nghe An province highly agrees with the content of the investment policy report on the high-speed railway project on the North-South axis that the Government submitted to the National Assembly.
Mr. Nguyen Duc Trung proposed that the competent authority study and add one more passenger station between Vinh station and Thanh Hoa station in the investment policy for this phase. The station can be located in Nghi Son Economic Zone (Thanh Hoa) or Hoang Mai town (Nghe An), in order to create a driving force for the development of the Nam Thanh - Bac Nghe regional connection.
According to Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung, the distance between Thanh Hoa station and Vinh station is currently about 130km, nearly double the average distance of a station on the entire route of 67km.
Chairman of the National Assembly Economic Committee Vu Hong Thanh said that he will fully synthesize opinions to study, absorb, and complete the content of the Verification Report before submitting it to the National Assembly Standing Committee for comments at the next session.
After giving opinions, the National Assembly Standing Committee will submit the project to the National Assembly for consideration and decision on investment policy at the ongoing 8th session of the 15th National Assembly.
Previously, on October 19, 2024, the Government sent Document No. 685 on the investment policy for the high-speed railway project on the North-South axis to the National Assembly.
According to the Ministry of Transport, the project starts in Hanoi (Ngoc Hoi station) and ends in Ho Chi Minh City (Thu Thiem station) with a total route length of about 1,541 km.
The high-speed railway project passes through 20 provinces and cities, including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Ho Chi Minh City.
Investment scale: Construction of a new double-track railway line, gauge 1,435 mm, design speed 350 km/h, load capacity 22.5 tons/axle; construction of 23 passenger stations, 5 freight stations; high-speed railway for transporting passengers, meeting dual-use requirements for national defense and security, and can transport goods when necessary.
Preliminary land use demand is about 10,827 hectares, total investment is about 1,713,594 billion VND (about 67.34 billion USD).
The project is invested from the central budget arranged in medium-term periods, local capital contributions, and mobilized capital with low costs and few constraints.
The project passes through Nghe An province about 85km from Km210 - Km295; passes through 5 districts and towns: Hoang Mai, Quynh Luu, Dien Chau, Nghi Loc, Hung Nguyen; The railway station is located in Hung Tay commune, Hung Nguyen district.
