At the 8th Session on the morning of November 26, Chief Justice of the Supreme People's Court Le Minh Tri presented a report on the work of the Supreme People's Court (SPC) in 2024.
According to the Chief Justice, courts at all levels have accepted 653,082 cases and resolved 585,932 cases, reaching a rate of 89.72%; 0.56% higher than the previous year. Compared to 2023, the number of accepted cases increased by 7.73%; the number of resolved cases increased by 8.4%.
The rate of judgments and decisions annulled or amended due to subjective reasons of the Court is 0.77%, 0.12% lower than the previous year and meeting the requirements set forth in the National Assembly resolution.
Regarding criminal cases, the Courts at all levels have resolved and tried 98.18% of cases and 96.82% of defendants, 0.18% higher than the previous year in terms of the number of cases and 0.47% in terms of the number of defendants, exceeding 10.18% compared to the resolution of the National Assembly. The trials were strict, with the right person, the right crime, and the right law; no cases of wrongful conviction of innocent people were discovered.
Many economic, corruption and position cases have been strictly handled under the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity and the Provincial Steering Committee on Anti-Corruption, Wastefulness and Negativity has monitored and directed cases that caused particularly large losses and caused outrage in society.
The Courts have imposed severe penalties on the masterminds, ringleaders, and those who took advantage of their positions to appropriate large amounts of state assets, and have differentiated the subjects in the case, ensuring that the handling is both strict, humane, convincing, and in accordance with the law.
Supervision of judges as well as inspection and examination of the performance of public duties and handling of violations are conducted regularly and seriously.
The Supreme People's Court organized an inspection of the professional work of high-level People's Courts and 2-level People's Courts in 25 provinces and centrally run cities.
Local People's Courts have conducted 217 inspections and examinations of 360 units. Thereby, they have pointed out shortcomings and violations in the leadership and direction of leaders and the performance of professional duties of civil servants and judges.
Some civil servants are not careful in collecting and evaluating evidence.
In addition to the above results, the Chief Justice said that the rate of judgments and decisions resolving administrative cases that were annulled or revised due to subjective reasons was still higher than the target assigned by the National Assembly of 1.5%; of which, 1.6% of judgments and decisions were annulled and 1.98% were revised.
The number of cases and lawsuits that the Courts must handle and resolve is increasing rapidly, an average of 10% per year, with increasingly diverse and complex nature, but the current staffing level does not meet the requirements; disputes arising are mainly related to land, which is a very complicated field.
Some agencies and organizations have not really paid attention to coordinating with the Court and have not fulfilled their responsibilities in providing documents and evidence.
Some civil servants are not careful and strict in researching, collecting and evaluating evidence, have limited responsibility and experience, and have limited working methods, including not strictly following public service discipline and lacking professional ethics training, leading to disciplinary action and even criminal law.
In the coming time, Chief Justice Le Minh Tri said that he will improve the organization of the inspection apparatus to strengthen discipline and order; improve the efficiency and quality of inspection work.
Research, supplement, adjust the content and methods of inspection and supervision and have specific handling measures to have sufficient deterrence and general education.
At the same time, correctly assess the current situation and the nature of work, especially in the fields of civil, administrative, commercial business... along with perfecting the inspection organization at the High Court and Provincial Courts to strengthen inspection, discipline and public service discipline.
