On September 21, the National Assembly Standing Committee considered and approved the draft Resolution on the 2027 Legislative Program.
At the meeting, reporting on the draft 2027 Legislative Program, Member of the Party Central Committee, Chairman of the National Assembly's Law and Justice Committee Phan Chi Hieu said that the Government and agencies proposed to include 28 projects in the 2027 Legislative Program.
Through discussion and opinions from agencies, the Standing Committee of the Law and Justice Committee submitted to the National Assembly Standing Committee the draft Legislative Program for 2027 including 23 draft laws, ordinances, and resolutions.
Accordingly, at the 3rd Session (May 2027), submit to the National Assembly for consideration and approval 9 draft laws. At the 4th Session (October 2027), submit to the National Assembly for consideration and approval 12 draft laws. At the meetings of the National Assembly Standing Committee in 2027, submit to the National Assembly Standing Committee for consideration and approval 1 draft ordinance, 1 draft resolution.
In particular, temporarily not including in the 2027 Program for 4 projects to continue studying and clarifying further. Including the Law on Urban Management and Development; Law on Protection of National Sovereignty in cyberspace.
Not including in the Program the draft Law amending and supplementing a number of articles of the Law on Corporate Income Tax, but proposing amendments in the draft Law amending and supplementing 3 tax laws already included in the program of the upcoming 2nd Session.
Speaking at the meeting, Politburo Member, National Assembly Chairman Tran Thanh Man proposed that in 2027, it is necessary to strongly shift from making many laws to doing well, stable and creating development. Now the important stage is the organization of implementation and law enforcement.
Clearly stating that when going to localities and wards, seeing that at the provincial and commune levels, grasping laws, resolutions, decrees, and circulars is not certain, therefore, the National Assembly Chairwoman requested to review the propaganda and dissemination of legal education, and assess whether the law is relatively good for people and businesses?. The propaganda stage is a point that needs to be paid close attention to.
According to the National Assembly Chairwoman, in the past time, the legislative volume was very large, contributing to removing many bottlenecks. But the program has been adjusted many times, some dossiers were not prepared thoroughly, sent late, impact assessment was not deep, some projects had to be postponed, withdrawn or requested shortened procedures.
Therefore, in the future, it is necessary to assess the impact and have complete dossiers. A project in the program must mean that the issue is basically clear, the policy is clear, the scope is clear, the resources are clear, and the completion ability is clear.
Do not use program adjustments to "compensate" for poor forecasts, do not use shortened procedures to compensate for insufficient preparation.
The National Assembly Chairwoman said that this "disease" must be overcome so that some subsequent sessions will become regular. The responsibility of the Government and the National Assembly is to build standard and quality laws.
In addition, it is necessary to maintain discipline regarding the stability and synchronization of the legal system. The law responds to reality even faster, but being fast does not mean continuously amending. This is an issue that needs to be paid close attention to.
Therefore, it has not included in the program draft laws that are not mature enough, the scope is still intersecting, or the necessity of having a separate law is not really clear.
The National Assembly Chairwoman clearly stated that the 2027 Legislative Agenda needs to meet three requirements: early preparation; fewer adjustments; higher quality.
Through discussion and consensus, 100% of members of the National Assembly Standing Committee unanimously approved in principle the draft Resolution on the 2027 Legislative Program.
