On November 25, the National Assembly discussed in groups the investment policy for the National Target Program on modernization and improvement of the quality of education and training (GDDT) for the period 2026 - 2035; the investment policy for the National Target Program on health care, population and development for the period 2026 - 2035.
Speaking, Politburo member and National Assembly Chairman Tran Thanh Man said that this session the National Assembly paid great attention to the education sector.
Typically, the National Assembly discussed 3 Draft Laws in the field of education and 1 Draft Resolution on a number of specific mechanisms and policies to implement breakthroughs in education and training development.
The investment policy of the National Target Program on modernization and improvement of education and training quality for the period 2026-2035 is the 5th content in the field of education and training.
According to the National Assembly Chairman, education and training in the new period will be affected by science and technology, artificial intelligence (AI) and high-quality human resources requirements.
Therefore, the solution is not only to teach well and learn well in the traditional way, but also to carry out a revolution in thinking and tools for education development.
From there, we must first shift from the goal of imparting knowledge to developing problem-solving capacity.
The role of teachers also needs to shift from those who impart knowledge to those who guide and inspire. The classroom space is no longer limited to the "four wings", but must be expanded into a learning environment anytime, anywhere.
Student evaluation must not only be based on exam scores but also on performance products, emphasized the National Assembly Chairman.
The National Assembly Chairman added, how to train teachers with good ethics, high responsibility and teach students to consider ethics as the root.
Regarding the investment policy of the National Target Program on health care, population and development for the 2026-2035 period, the National Assembly Chairman suggested that the Program must encourage the spirit of "preventing diseases is better than treating them".
From there, people can apply traditional methods to self-treat common diseases without waiting for "one to cure the disease".
Regarding the goal of 2026, each citizen must have a periodic medical examination at least once a year as directed by General Secretary To Lam, the National Assembly Chairman noted that it is necessary to strengthen and improve the capacity of the grassroots health system so that people can trust and examine the disease here.
Recalling the National Assembly's approval of the Law on Health Insurance (HI), which stipulates that health insurance is open, regardless of administrative boundaries, the National Assembly Chairman said that people are very excited and emphasized: "To do this issue is also very difficult. If the National Assembly and I are not resolute and strong, it will be difficult because this has been hindered for many years."
This leader requested to promote public health because "prevention is better than treatment". This is also a core principle to reduce the burden of disease for people.
The health sector also has to apply technology, digital transformation and have breakthrough policies on human resources. At the same time, health insurance policies must also be convenient and suitable for people to easily access, and when they are sick, the burden of hospital fees and related costs must be reduced.
The National Assembly Chairman said that the appropriate solution is to operate the tower model. Accordingly, the base of the tower must be a solid preventive and grassroots health system, covering the entire population. The tower body is a specialized medical facility, supported by modern technology. The pinnacle is a sustainable financial and policy system.
"If the base of the tower is weak, even if there are many applause points above, the system cannot still operate effectively" - the National Assembly Chairman emphasized.
