Strong innovation in working style and manners
In the article titled “Continuing to strongly innovate the Party’s leadership and governing methods, an urgent requirement of the new revolutionary stage”, General Secretary To Lam affirmed: “The country is facing a new historical moment, a new era, an era of national growth, the requirement to strongly innovate leadership methods, improve leadership capacity, and governing capacity to continue to move the nation forward is urgent”.
The article raises many new issues, emphasizing the task: "Strongly innovate working style and manner in a scientific and professional direction, with the motto "right role, right lesson".
Associate Professor, Dr. Le Quoc Ly - former Vice President of the Ho Chi Minh National Academy of Politics - analyzed: "Playing the right role" means performing the assigned duties and responsibilities, performing the right functions, powers, and duties, not leaving out any work; not encroaching, not abusing power, not abusing power, not doing the work of others but also not neglecting one's own work; not "kicking the ball" for others to handle the work one undertakes; not loosening the authority and responsibility assigned by the Party and the people.
“Memorizing the lesson” means understanding the work you undertake, having professional and technical knowledge about the work you are in charge of; having a comprehensive understanding and grasp of the Party's guidelines, viewpoints, and policies, the State's policies and laws to proactively and effectively perform assigned duties and responsibilities; not doing wrong, not violating the law; not violating the Party's regulations for cadres and Party members.
"The motto "right role, right lesson" is an approach to improve the professionalism and scientific working style of cadres and party members. This is not only an important requirement but also a necessary step to ensure the effective and sustainable leadership of the Party in the current development stage" - Associate Professor, Dr. Le Quoc Ly analyzed.
Dr. Le Trung Kien - Ho Chi Minh Institute and Party leaders - said that strongly innovating working style and manners towards science and professionalism, with the motto "right role, right lesson" is one of the requirements of continuing to strongly innovate the Party's leadership and governing methods, an urgent requirement of the new revolutionary stage as mentioned in the article of General Secretary To Lam.
From the requirement of “playing the right role, knowing the lesson” mentioned in the General Secretary’s article, the team of civil servants and public employees, especially the team of leaders, need to have positive changes and breakthroughs in their working style; always uphold scientific, careful, thoughtful working methods and styles, lead and manage based on democratic, scientific, legal, disciplined standards and exemplary revolutionary ethics of diligence, thrift, integrity, impartiality; self-criticize and criticize sincerely, help each other progress, take on the right function, position and stature.
"Right role, know the lesson" does not limit cadres who "dare to think, dare to do"
The motto "right role, know the lesson" does not contradict or contradict the viewpoint of encouraging cadres and Party members to "dare to think, dare to do, dare to take responsibility". On the contrary, "right role, know the lesson" makes cadres and Party members more courageous in thinking and acting.
Stories about the responsibility of cadres and party members, of comradeship and patriotism are even more evident in difficult times when the whole country has to struggle to withstand the harshness of nature and storms and floods.
From high-ranking leaders to leaders of agencies, units and localities, they increasingly promote the spirit of dedication, not afraid of difficulties and hardships.
That spirit of dedication from the country’s top leaders is spread to cadres and party members in villages and hamlets, those who work directly at the grassroots level with the people. The story of the cadre mentioned in the process of overcoming the consequences of storm No. 3 in Lao Cai clearly shows this.
Like Mr. Ma Seo Chu (Head of Kho Vang village, Coc Lau commune, Bac Ha district, Lao Cai province) made a life-and-death decision to bring 115 people to safety when he realized that the residential area where he lived was at risk of landslides and flash floods. Mr. Ma Seo Chu was honored as one of 20 outstanding young people to receive the "Youth living beautifully" award in 2024.
Or in Lang Nu village, Phuc Khanh commune, Bao Yen district, Lao Cai province, Party member and village chief Hoang Van Diep suppressed his grief and worked from early morning to late at night in the landslide area of nearly 24 hectares. He checked every villager, arranged funerals for the unfortunate people; actively and proactively coordinated with functional forces, guided and supported the search for missing people after the terrible flash flood in this locality.
Those are just two of many examples of party members who dare to think, dare to do, dare to risk their lives and property with all their heart and soul for the sake of their compatriots.
2024 also marks the 55th anniversary of the implementation of President Ho Chi Minh's Testament. In this Testament, he wrote: “Our Party is a ruling Party. Each Party member and cadre must be truly imbued with revolutionary ethics, truly thrifty, honest, impartial and selfless. We must keep our Party truly clean, worthy of being the leader, the truly loyal servant of the people.”
Cadres who are “right for the role, know their lesson” are also the criteria for evaluation, promptly detecting new factors, good and creative ways of doing things; correcting and adjusting deviations, deviations or preventing wrongdoings and violations of Party regulations and State laws as required by General Secretary To Lam in the article “Continuing to strongly innovate the Party’s leadership and governance methods, an urgent requirement of the new revolutionary stage” which is receiving public attention.
Every cadre and party member must self-reflect, self-correct, and always practice.
According to Associate Professor, Dr. Le Quoc Ly, through the work of preventing and combating corruption and negativity in recent times, it has been shown that a number of cadres and party members, especially cadres holding leadership and management positions, are chasing material and status temptations and forgetting their oaths to the Party and the people, becoming "worms", seeds that seriously harm the revolutionary cause that the entire Party and people are working hard to carry out.
This poses an urgent requirement for Party building and rectification, especially for each cadre and Party member to self-reflect, self-reflect, self-correct, self-cultivate, and self-review the performance of their duties and tasks.
In the work of preventing and combating corruption and negativity, many cadres and party members have had to be punished, which also shows that this is the result of the working style of many managers, including high-ranking managers, who are not "in line with their roles" and do not "know their lesson". These are also the dangers and painful lessons when cadres are caught up in the law.
