The Government has just issued Decree No. 26/2025/ND-CP dated February 24, 2025, stipulating the functions, tasks, powers and organizational structure of the State Bank of Vietnam (SBV). This Decree takes effect from March 1, 2025.
The Decree stipulates the organizational structure of the State Bank, including:
1. monetary policy department.
2. Department of Payment.
3. Department of Credit for Economic Sectors.
4. Department of Forecasting, Statistics - monetary and financial stability.
5. Department of International Cooperation.
6. Department of Legal Affairs.
7. Department of Finance - Accounting.
8. Department of Organization and Personnel.
9. Office.
10. SBV Inspectorate.
11. Department of Transactions.
12. Department of Information Technology.
13. The Department of issuance and warehouse.
14. Foreign exchange rate management department.
15. Department of Money Laundering Prevention and Control.
16. Department of Credit Institution Management and Supervision.
17. Department of Credit Institution System Safety.
18. SBV branches in regions ( SBVs).
19. Vietnam National Credit Information Center.
20. Bank's notice.
The units specified in 1 to 18 are administrative organizations that assist the Governor of the State Bank in performing the function of state management and the function of the Central Bank; the units specified in 19 and 20 are public service units serving the function of state management of the State Bank.
The Department of Monetary Policy, the Department of Forecasting, Statistics - Monetary and Financial Stability has 6 departments. The Department of Credit for Economic Sectors, the Department of International Cooperation, the Department of Finance - Accounting, and the Department of Organization and Personnel have 5 departments. The Payment Department has 4 departments. The Legal Department has 3 departments.
The State Bank of Vietnam performs the tasks and powers prescribed in the Law on State Bank of Vietnam, the Law on Government Organization, the Government's regulations on the functions, tasks, powers and organizational structure of ministries, ministerial-level agencies and the following specific tasks and powers:
Submit to the Government draft laws, draft resolutions of the National Assembly, draft laws, draft resolutions of the National Assembly Standing Committee; draft decrees and resolutions of the Government according to approved programs and annual law-making plans of the State Bank and resolutions, projects and projects assigned by the Government and the Prime Minister; annual and long-term strategies, plans, and development plans; national target programs, action programs and important national projects and works under the management of the State Bank.
Submit to the Prime Minister draft decisions, directives and other documents under the management of the State Bank or under the assignment.
Issue circulars and other documents under the state management of the SBV. Direct, guide, inspect and be responsible for organizing the implementation of legal documents; programs, projects, and development plans that have been issued or approved under the management of the State Bank.
Develop annual inflation targets to submit to the Government; use tools to implement national monetary policies, including: Refinancing, interest rates, exchange rates, mandatory reserves, open market operations, issuing SBV bonds and other tools and measures to implement national monetary policy.
