Accordingly, implementing Official Dispatch No. 416 of the Ministry of Public Security, the People's Committee of Nghe An province issued a document requesting agencies and units to thoroughly grasp and strictly implement the provisions of the law on the protection of state secrets in the process of streamlining the organization of the apparatus and Party congresses at all levels.
Nghe An Provincial People's Committee requires the management, storage, transportation, and transmission of confidential information to strictly comply with the confidentiality process. Before quitting, transferring jobs, retiring or no longer having the task of state secret management, cadres, civil servants and public employees must commit to protecting the information they have accessed according to regulations.
In addition, the confidentiality of documents related to Party congresses at all levels needs to be improved. When exchanging and receiving on telecommunications networks and the Internet, confidential information must be encrypted and the transmission must be secure according to regulations.
Documents related to personnel examination and verification on the list of state secrets need to be strictly protected. The management of information storage devices such as USB, memory cards, and external hard drives must be strictly controlled to prevent the risk of information leakage, especially for devices provided by foreign organizations and individuals.
The Provincial People's Committee also emphasized the absolutely need not post or disseminate state secret information related to Party congresses at all levels and the process of reorganizing the apparatus on mass media, computer networks or the Internet without having been cryptographically encrypted according to regulations.
At the same time, the work of protecting confidential records and documents during transportation and transfer must be done seriously, avoiding loss or disclosure of information. In case of needing to destroy confidential documents, it is necessary to follow the correct procedures, authority and ensure that they cannot be restored.
In addition, the Provincial People's Committee requested to strengthen inspection and supervision of the protection of state secrets at agencies and organizations, especially key units. The safety of workplaces and confidential documents also needs to be focused on to ensure that there are no unexpected incidents.
In case of discovery of disclosure or loss of state secrets related to Party congresses or the process of reorganizing the apparatus, agencies and units must immediately report to the Provincial People's Committee and the Provincial Police for timely handling measures.
The Provincial People's Committee requests all departments, branches, sectors, and People's Committees at all levels to thoroughly grasp and strictly implement this directive to ensure information security and absolutely protect state secrets.
