The Provincial People's Committee requests agencies, units and localities to urgently review the current status of headquarters, public assets, projects under construction or approved for investment, to develop appropriate arrangement and handling plans in the context of implementing the restructuring of the administrative apparatus. This work is implemented according to current regulations and instructions in Official Dispatch No. 195-CV/DUBTC-QLCS of the Party Committee of the Ministry of Finance.

The Department of Finance is assigned to preside over, guide and urge implementation, and at the same time advise the Provincial People's Committee to report to the Provincial Party Committee Standing Committee, ensuring progress and requirements of the arrangement work.
Notably, the surplus headquarters after the arrangement will be prioritized for converting their functions into medical, educational, cultural - sports facilities or for organizations with the function of managing, doing business, exploiting and using them effectively. Shared-use facilities will be arranged for many units to save and maximize existing infrastructure.
The document also emphasizes the need for general inventory, standardization of public asset data, and sending a report to the Ministry of Finance before May 10, 2025, as a basis for the reorganization process.
For projects and works that are being implemented or have approved investment policies, localities are responsible for reviewing and proposing plans to continue or adjusting them in accordance with the usage goals after restructuring the apparatus. In case of problems beyond their authority, they must be reported promptly to seek opinions on handling, avoiding waste and loss of state assets.
According to Chairman of Nghe An Provincial People's Committee Le Hong Vinh, the province's viewpoint is to urgently review and handle headquarters and public assets in a comprehensive and thorough manner, ensuring that public assets are used properly, effectively, economically, and avoid waste.
