The Prime Minister requested to strictly prohibit regulations adding unnecessary administrative procedures and business conditions, increasing compliance costs for people and businesses.

The Prime Minister has just issued document No. 527/TTg-CDS dated May 18, 2026 on cutting and simplifying administrative procedures (TTHC), business conditions (ĐKKD) to ensure substance, suitability for reality, and meet management requirements.

According to the document, for conditional business investment sectors, administrative procedures, and business conditions that have been cut, urgently review, promulgate new ones, amend and supplement technical standards and regulations or alternative management measures in accordance with international practices and Vietnamese practical conditions, minimize compliance costs for people and businesses, and at the same time must meet safety and security requirements for people.

Continue to review and complete the plan to cut conditional business investment industries and occupations, especially industries and occupations that have been planned to be cut in the process of building and promulgating Resolution No. 66/17/2026/NQ-CP; coordinate with the Ministry of Finance to propose in the process of amending the 2025 Investment Law, ensuring substance, suitability with practice and meeting management requirements.

Receive, handle, and remove immediately according to their authority difficulties and obstacles reflected and proposed by people, businesses and localities in the process of implementing and resolving administrative procedures; promptly report and advise competent authorities on contents beyond their authority.

Strictly prohibit the regulation of additional administrative procedures, business registration or unnecessary management measures, increasing compliance costs for people and businesses.

The People's Committees of provinces and cities urgently receive, organize and implement, and at the same time direct and guide the People's Committees of communes, wards, and special zones in the area to immediately implement the TTHCs that have been decentralized according to the guidance of Ministries and central agencies, absolutely not to let interruptions occur.

Announcing and publicizing administrative procedures; closely coordinating with central ministries and sectors to implement administrative procedures on the Information System for resolving administrative procedures of ministries and sectors.

Receive, handle, and remove immediately according to their authority difficulties and obstacles reflected and proposed by people, businesses and communes, wards, and special zones in the area in the process of implementing and resolving administrative procedures; promptly report and advise competent authorities on contents beyond their authority.

The Ministry of Justice regularly independently evaluates the results of the implementation of 11 Resolutions, amended and supplemented documents synchronously with the Resolutions and the implementation of tasks of reducing and simplifying administrative procedures and business registration of ministries, agencies, and localities; integrates them into the monthly periodic report on the situation and results of administrative procedure reform; in case of arising problems, promptly report and advise the Government and the Prime Minister on handling measures.

Urgently complete and submit to the Prime Minister for promulgation in June 2026 the Project on piloting the evaluation and scoring of administrative procedure reform work of ministries, agencies, and localities according to the Prime Minister's direction in Notice No. 245/TB-VPCP dated May 12, put into application from July 2026.

The content of the Project must clearly stipulate criteria to evaluate the substance of cutting, simplifying and strict control mechanisms, absolutely not allowing more unnecessary administrative procedures, business conditions, and conditional investment and business lines to arise from the time of issuing 11 Resolutions.

Ensuring the participation of people, the business community and localities in the assessment; promoting the independent assessment role of the Ministry of Justice and the coordinating role of the Government Office.
