Deputy Prime Minister Ho Duc Phoc becomes Head of the Steering Committee for Salary Reform

Deputy Prime Minister Ho Duc Phoc was assigned to be the Head of the Central Steering Committee for reforming salary policies, social insurance and incentives for meritorious people.

On July 3, the Prime Minister signed Decision No. 1480/QD-TTg to complete the Central Steering Committee on reforming salary policies, social insurance and incentives for meritorious people.

Accordingly, Deputy Prime Minister Ho Duc Phoc is the Head of the Central Steering Committee.

The Deputy Head of the Central Steering Committee is the Minister of Home Affairs (Standing Deputy Head of the Committee) and the Minister of Finance.

Members of the Central Steering Committee include: Minister of National Defense; Minister of Public Security; Minister of Justice; Minister of Education and Training; Minister of Health; Minister of Science and Technology; Minister of Culture, Sports and Tourism; Deputy Minister of Home Affairs; Deputy Minister of Finance; Deputy Governor of the State Bank of Vietnam; Deputy Head of the Government Office; Deputy Head of the Central Organizing Committee; Deputy Head of the Central Policy and Strategy Committee; Deputy Head of the Central Propaganda and Mass Mobilization Committee; Deputy Chief of the Central Office; Deputy Head of the National Assembly's Committee for Culture and Society; Deputy Head of the National Assembly's Economic and Financial Committee; Deputy Head of the National Assembly's Delegation; Deputy Head of the National Assembly's Delegation; Deputy Head of the National Assembly's Delegation; Deputy Head of the Supreme People's Procuracy; Deputy Chief Prosecutor of the Vietnam General Confederation of Labor.

The Central Steering Committee is responsible for researching, developing and urging the implementation of the tasks stated in Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises; Resolution No. 28-NQ/TW on reforming social insurance policies...

In particular, regarding salary policy, including:

- Basic salary, the relationship of lowest - average - maximum salary and salary correlation of cadres, civil servants, public employees in all fields and armed forces; salary scales, salary tables; civil servant ranks, professional titles of civil servants, positions, equivalent leadership titles, salary levels; salary increase; salary payment regime and allowance regimes for salary recipients in the state sector (from central to commune level);

- Salary for employees working in enterprises, agencies, organizations, cooperatives, households, individuals who hire or use employees to work for them according to the agreement.

Regarding social insurance policies, including: Compulsory social insurance; Voluntary social insurance; Supplementary pension insurance; Social pension allowance.

Regarding preferential policies for people with meritorious services, including: Monthly preferential allowances and one-time allowances for people with meritorious services to the revolution; Other preferential policies for people with meritorious services.

The Central Steering Committee also has the task of coordinating with ministries and agencies to study socio-economic policies related to salary policies, social insurance and meritorious service incentives as assigned by the Prime Minister; assisting the Prime Minister in monitoring and urging ministries, branches and localities in implementing salary policies, social insurance and meritorious service incentives; solutions to create resources for salary policy reform, social insurance policy reform; proposing measures to promptly handle new issues arising in the process of implementing salary policies, social insurance and meritorious service incentives.
