The Ministry of Home Affairs is assigned to study the decentralization of total staff assignment to localities to be autonomous in recruiting and using based on actual norms for the number of students/class.

This content is stated in Directive No. 31/CT-TTg of the Prime Minister on implementing key tasks for the 2026-2027 school year.

The directive clearly states that there is still a shortage of schools, classrooms, facilities, and teaching equipment, especially in areas with rapid population growth; local teacher surpluses and shortages are still occurring in many localities.

The important task is to strongly innovate thinking and methods of education management, strongly shift from the thinking of "education management" to "education development management"; focus on thoroughly overcoming limitations, inadequacies, difficulties, and obstacles; continue to synchronously, drastically, and effectively implement breakthrough tasks and solutions for education and training (GDĐT) development.

In which, the Ministry of Home Affairs presides over and coordinates with the Ministry of Education and Training and localities to build a teacher payroll management mechanism in a flexible and practical direction, associated with the scale of students, classes, and regional characteristics.

Arrange the network of educational institutions according to population size, urban planning, human resource needs of localities, regions and the whole country; decentralize and assign total staffing to localities to be autonomous in recruiting and using based on actual student/class norms.

The study of decentralizing the assignment of total staff to localities to be autonomous in recruiting and using based on actual norms for the number of students/class is assigned by the Government to the Ministry of Home Affairs to preside over, coordinate with relevant ministries, agencies, and localities to report to competent authorities before August 31, 2026.

Transfer and reduce the staffing of education management officials and education support staff, increase the staffing of direct teaching officials, especially for educational institutions implementing rearrangement; ensure that each commune has state management officials in education and training with professional qualifications and limit concurrently holding many fields outside of education.

Implement teacher mobilization and transfer to overcome local surpluses and shortages; organize recruitment and effective use of assigned staff, ensuring concentration, publicity, and transparency.

The task of reviewing and rearranging the teaching staff, recruiting enough teachers according to regulations is assigned by the Prime Minister to the People's Committees of provinces and cities to preside over and coordinate with the Ministry of Home Affairs and the Ministry of Education and Training to report to competent authorities before August 31, 2026.

The review of the current situation, implementation of training, guidance, and professional support for the team of civil servants in charge of commune-level education and training is assigned by the Prime Minister to the People's Committees of provinces and cities to preside over and coordinate with relevant ministries and agencies to report on the review; organize training before August 15, 2026.

The Ministry of Education and Training is assigned to preside over and coordinate with the Ministry of Home Affairs to have documents guiding the reduction of records and books, reducing administrative pressure so that teachers can focus on professional work, completing before August 31, 2026; have a Circular amending and supplementing regulations on norms and working regimes for teachers in accordance with the requirements of digital transformation and application of artificial intelligence according to simplified order and procedures before August 30, 2026.

The Ministry of Education and Training is also assigned to preside over and coordinate with the Ministry of Justice and the Ministry of Home Affairs to develop a Resolution related to the number of deputy heads of educational institutions, the structure of job positions and other necessary contents when implementing the arrangement of the network of public preschool, general, and continuing education institutions. This task is required to be completed before August 31, 2026.
