The Government has issued Resolution No. 37/2026/NQ-CP on the structure, quantity and some policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels.
The Resolution stipulates that for the remaining principals, directors, vice-principals, and deputy directors, when arranging educational institutions, they are arranged for teaching positions or other job positions suitable to their professional capacity, nghiệp vụ, and training majors.
The remaining number of principals, directors, vice-principals, and deputy directors after being fully arranged according to the above regulations, if they wish to resign, will be implemented to resolve the staff streamlining policy according to the provisions of Decree No. 154/2025/ND-CP.
In case the principal, director, vice-principal, and deputy director resign from their positions or are appointed to new positions with a lower position allowance due to the arrangement of educational institutions, the leadership position allowance is preserved according to regulations.
The Government assigns the Ministry of Education and Training to preside over and coordinate with relevant agencies to monitor, inspect, urge, firmly grasp the situation, and promptly guide and remove difficulties and obstacles arising within the scope of management assigned by the Government.
Preside over guiding and directing localities to synchronously implement solutions to overcome the situation of teacher surplus and shortage when arranging educational institutions.
The Ministry of Home Affairs guides the settlement of the policy of streamlining staff for the prescribed subjects and the policy of preserving leadership position allowances for the subjects according to regulations.
Coordinate with the Ministry of Education and Training in guiding and removing difficulties and obstacles arising in the process of implementing the arrangement of educational institutions under state management functions and tasks on organizational structure and staffing.
Provincial People's Committees direct and organize the implementation of regulations on structure, quantity and a number of policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels according to the provisions of this Resolution;
Direct and guide the sending of educational support personnel to participate in training and fostering to meet the requirements of new job positions; develop and submit to the People's Councils of provinces and centrally-run cities to decide on local budget expenditure estimates according to the provisions of the State Budget Law to perform training and fostering tasks for educational support personnel;
Decide to assign civil servant payroll according to authority; direct the restructuring, arrangement, transfer, and transfer of education civil servants and the arrangement, arrangement or concurrent implementation of educational support personnel positions to overcome the situation of surplus and shortage of teachers and educational support personnel in the area in accordance with the scale and actual conditions of educational institutions, ensuring compliance with the number of employees according to the guidance of the Ministry of Education and Training;
At the same time, resolve policies and regimes for the team of principals, directors, vice principals, deputy directors, and educational support personnel under management authority affected by the arrangement of educational institutions.
The Commune People's Committee shall implement regulations on structure, quantity and a number of policies for principals, vice principals, and educational support personnel when implementing the arrangement of public preschool and general education institutions at commune level in accordance with the provisions of this Resolution and the guidance of the Provincial People's Committee.
