On the afternoon of August 13, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha - Chairman of the National Traffic Safety Committee chaired a national online conference to review the work of ensuring traffic order and safety in the second quarter of 2025 and deploy directions and tasks for the third quarter of 2025.
According to the report, the traffic accident situation nationwide has decreased significantly in all three criteria, overcoming the increase in the number of cases and injuries in 2024, however, the number of deaths has only decreased slightly.
Accordingly, in the first 6 months of 2025, there were 9,398 traffic accidents nationwide, killing 5,293 people and injuring 6,246 people. Compared to the same period in 2024, there was a decrease of 3,009 cases (-24.25%), a decrease of 201 deaths (-3.66%), and a decrease of 3,203 injuries (-33.9%).
Previous common violations such as alcohol use, speeding, and running red lights tend to decrease significantly.
However, traffic congestion in big cities, such as Hanoi and Ho Chi Minh City, has not improved much due to increased vehicle density, infrastructure not meeting requirements, and people's awareness of traffic compliance is still limited.
Colonel Pham Quang Huy - Deputy Director of the Traffic Police Department stated the current situation of passenger transport vehicles, especially passenger cars disguised as contract vehicles but running fixed routes, picking up and dropping off passengers at will, accounting for a significant proportion of accidents, causing congestion and posing a potential risk of traffic loss.
Therefore, the Deputy Director of the Traffic Police Department proposed to amend Decree 168/2024/ND-CP to allow temporary detention of violating vehicles.

The leaders of the Traffic Police Department also proposed to soon amend the Law on Handling of Administrative Violations, creating conditions for applying science and technology to quickly handle, helping people "just need to scan the card or print the fingerprint" instead of manual procedures.
Meanwhile, Hanoi recommends that the Government and ministries and branches soon issue a national green transport development strategy, standards for electric vehicle charging stations, mechanisms to encourage the conversion of green energy vehicles, fire prevention and fighting standards for charging station infrastructure, and add them to the urban transport development plan.
Concluding the conference, the Deputy Prime Minister emphasized that the Committee needs to continue to improve the data synthesis method. The statistics must be close to reality, accurate and periodically reported in monthly or quarterly meetings of the Government.
At the same time, report to the National Assembly to supervise and review the responsibilities of ministries, branches and localities, especially when related to people's lives and property.
The Deputy Prime Minister assigned the Ministry of Public Security and the Ministry of Justice to promptly complete regulations on administrative sanctions, especially cold fines via cameras, study and supplement forms of public service labor sanctions in accordance with the psychology and capabilities of traffic safety violators, combine forms of administrative sanctions with education, improve the effectiveness of violation prevention.
Request the Ministry of Education and Training to continue to guide, urge, and inspect schools to manage and train students on traffic safety, and at the same time propose amendments to laws related to the management of electric bicycles to overcome legal loopholes and minimize dangerous accidents.
The Government leaders also gave their opinions on the management of means of transport, especially four-wheeled electric vehicles and tourist area vehicles, ensuring that vehicles only operate in permitted areas, and at the same time inspect and handle violations of the law, including criminal prosecution if necessary.
