Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Directive No. 11/CT-TTg dated April 21, 2025 on strengthening the implementation of the Law on Road Traffic Order and Safety.
In Directive 11/CT-TTg, the Prime Minister assigned the Ministry of Public Security to direct the Traffic Police force to organize patrols, control, command, and control traffic and strictly handle violations of traffic order and safety as the main causes of serious traffic accidents.
In particular, in cases of law violations for oversized vehicles, overloaded vehicles, chain- trucks, oversized and overweight goods vehicles traveling on the road; management and operation of the use of a system of technical equipment to check the load capacity of motor vehicles to handle violations according to authority.
Organize the deduction of points and restoration of driving license points to raise people's awareness in complying with the provisions of the law on traffic order and safety.
Investigate and strictly handle violations of the law related to traffic and transportation activities such as: Production, purchase, sale, use of fake documents of vehicles and vehicle operators; violations of construction, repair, maintenance, and maintenance of traffic infrastructure; negative acts, violations of the law in state management and law enforcement on ensuring traffic order and safety.
Research on the application of artificial intelligence to the management of data on journey monitoring devices, data on devices recording driver images for transport business vehicles, data on vehicle weight control works to promptly detect, warn, and handle violations in real time.
The Ministry of Public Security directs the police of units and localities to receive, manage and operate the traffic light system, coordinate with units of the Ministry of Construction to promptly fix and repair damaged and unreasonable traffic lights so that traffic participants can easily identify and comply.
The Ministry of Construction focuses on reviewing, overcoming, and organizing road signaling systems, installing additional signs, directional lines, and road division lines; repairing and overcoming traffic light systems.
The People's Committees of provinces and centrally run cities shall, based on the contents and tasks in this Directive, issue plans to specify tasks and solutions in accordance with the characteristics of the situation, requirements and tasks in the locality; clearly assign responsibilities to functional departments and branches.
The People's Committees of provinces and centrally run cities direct functional units to increase patrols, control, and strictly handle violations of traffic order and safety; review and complete traffic infrastructure according to their authority.
In particular, focus on organizing overall traffic flow in large cities and urban areas, not allowing the situation of "resolving one point, arising another point"; handle urban order, encroachment on roadsides and curbs, illegal vehicle parking causing traffic obstruction and congestion.
The Prime Minister requested the Supreme People's Court and the Supreme People's Procuracy to strengthen coordination with the Ministry of Public Security in investigation, prosecution and trial of traffic accidents, especially traffic accidents with very serious and especially serious consequences.
