On December 5, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government Party Committee and the Government Standing Committee, giving opinions on the Project on preventing and combating subsidence, landslides, flooding, droughts, and salinity intrusion in the Mekong Delta; draft Report to the Politburo on the results of handling a number of outstanding issues (in flood prevention projects of Ho Chi Minh City and other projects related to environmental protection and climate change).
In his concluding remarks, Prime Minister Pham Minh Chinh stated that land subsidence, riverbank and coastal erosion, flooding, drought, and salinity intrusion are very important issues, related to the livelihoods and lives of people in the Mekong Delta.
The Prime Minister requested to review, develop, amend and supplement mechanisms and policies to have resources to implement the above tasks and solutions, especially mobilizing the participation of people, businesses, and non-budgetary resources to implement projects in the spirit of harmonious interests between the State, people and businesses, such as public-private partnership, BT, BOT, loans, etc.
In particular, mobilizing non-state resources at least 35%; building a specific project portfolio with specific addresses, priority order, resource allocation, and overall planning to be implemented, then work hard to the point that is needed, work according to the job.

The head of the Government requested solutions such as rearranging residents, planting and protecting mangrove forests and coastal protection forests, adjusting and converting production to limit the situation of lowering water levels on canals and groundwater in areas with drought and salinity, thereby overcoming subsidence.
Regarding construction solutions, it is necessary to propose specific programs and projects; works that need to be carefully reviewed and researched to ensure science and feasibility, avoiding the construction of works for one purpose from having negative impacts on another, works of one industry affecting another, one locality affecting another.
The Prime Minister also noted that it is necessary to promote the development of inland waterway transport in the Mekong Delta to exploit this advantage of the region.
For the flood prevention project of Ho Chi Minh City, which is also a project with long-term problems, the Government has issued Resolution No. 212/NQ-CP to remove difficulties and obstacles.
According to the Party Committee of the Ministry of Agriculture and Environment, the flood prevention project of Ho Chi Minh City is being actively implemented to date, there are no major problems that need to be reported for direction from the Politburo.
At the same time, the Ministry of Agriculture and Environment has also reviewed and synthesized other projects related to the environment and climate change. On the other hand, in Decision No. 2530/QD-TTg, the Prime Minister approved the National Action Plan on pollution recovery and air quality management for the period 2026-2030, with a vision to 2045.
Regarding this content, the Prime Minister said that there should be general direction across the country and research and implement projects to overcome pollution and manage air quality in key localities, first of all in Hanoi and Ho Chi Minh City.
Review, if there are mechanisms and policies, they should be implemented according to authority, if other mechanisms and policies that are not regulated by law are needed, they should be proposed to the Politburo.
