Diplomacy must strongly innovate thinking, towards the final result

Prime Minister Le Minh Hung said that the diplomatic sector needs to strongly innovate in thinking and methods, towards the final result and product.

On August 4, in Hanoi, within the framework of the 33rd Diplomatic Conference, Politburo Member, Prime Minister Le Minh Hung attended and delivered a directing speech at the plenary session with the theme "Diplomatyment serving national development in the new period - Breakthrough thinking, drastic action, substantive results".

Speaking to direct at the meeting, the Prime Minister clearly stated that the diplomatic sector needs to focus on 3 major requirements in the new situation.

First, strongly innovate thinking and methods, towards results and final products, strongly shift from opening the way to accompanying businesses and localities, deploying to achieve specific products and results. The responsibility of each economic diplomacy official does not stop at signing, it must be extended until commitments are implemented, projects are licensed, capital flows are disbursed and projects are operated in reality.

Second, strongly shift from attracting resources to transforming all resources, linking investment with technology transfer, human resource training and improving the capacity of domestic enterprises. Not only focusing on the market, capital flow, but also directly contributing to attracting, building and developing core technology, strategic technology, strategic infrastructure, attracting the Vietnamese community abroad, international talents to participate in national innovation programs.

Third, strongly shift from participation to proactively shaping the rules of the game, new standards on environment, labor, data, artificial intelligence, supply chains, contributing to turning external pressure into new development room as the spirit of the Resolution of the 3rd Plenum of the Central Committee on innovation of development models has set out.

The Prime Minister directed a number of key task groups for diplomatic work to serve development in the coming time.

First of all, the diplomatic sector needs to closely follow the leadership of the Central Government, the Politburo, the Secretariat and the direction and administration of the Government and the Prime Minister; at the same time, continue to strengthen Party building work, protect internal politics, pay attention to selecting and arranging a contingent of cadres with bravery and capacity, especially in key and complex areas.

Second, the diplomatic sector needs to continue to maintain a peaceful and stable environment, consolidate a favorable foreign affairs situation and improve the quality of research, forecasting, and strategic advisory work.

Third, consolidate traditional markets, expand new markets, promote the effectiveness of FTAs, support Vietnamese businesses to participate more deeply in the global value chain and build brands for high value-added products.

Fourth, promote attracting external resources associated with technology transfer, innovation, improving the localization rate, and developing new growth models such as international financial centers, marine economy, and modern capital markets.

Fifth, strengthen science and technology diplomacy, establish and effectively implement cooperation frameworks with leading technology partners, support Vietnamese businesses to access strategic technology, promote research and development, form new production forces and soon pilot the Embassy and Special Envoy mechanism on technology.

The Prime Minister requested the entire Ministry of Foreign Affairs to thoroughly grasp the Government's operating motto: "action, action and action; working, working and working", turning determination into action to successfully implement all assigned tasks.

At the meeting, the Ministry of Foreign Affairs organized the awarding of the Government's Emulation Flag, Certificates of Merit from the Prime Minister and Certificates of Merit from the Minister of Foreign Affairs to collectives with outstanding achievements in coordinating the implementation of foreign affairs work to serve development.
