On July 1, Quang Nam and Da Nang will officially become a province - a centrally-run city according to the policy of reorganizing provincial-level administrative units. This is an event that has a big mark not only in terms of organizational structure, but also an important step in management, development and service for people in a large area stretching from the sea to the mountains and forests.
In recent days, in the new communes and wards of the two localities, the atmosphere of preparation for this historic event is taking place urgently. People have also begun to feel more clearly the changes from the two-level government model. The pilot operation of the commune-level government organization has left many positive signals.

"I find the working style now more methodical, the cadres are closer to the people. Traveling to make papers is much more convenient. Hopefully, after the merger, the government will still maintain this service spirit, said Ms. Nguyen Thi Hoa, a resident of Dai Loc commune (Quang Nam).
Meanwhile, Mr. Tran Van Lam (Tam Ky ward) said that what he hopes most is that the merger will help end the situation of "each locality taking care of another job", especially administrative, medical and educational services that need to be distributed more appropriately throughout the region: "I hope that after the merger, the government will pay more attention to the remote areas of Quang Nam, not just concentrating on Da Nang".
Sharing about the long-term orientation after the merger, Chairman of the People's Committee of Quang Nam province - Mr. Le Van Dung (who will retire from July 1) expressed concern: "In the long term, we should calculate the gradual relocation of the administrative center of the new city to the South, to avoid the situation where people are concentrating in the central area of Da Nang, which is currently too crowded. Quang Nam still has many land funds and few people, if universities, hospitals, and large services are located in Tam Ky or neighboring areas, people will benefit a lot".
Not only emphasizing infrastructure factors, Mr. Le Van Dung pays special attention to the safety of people's lives in mountainous areas: "For many years, I have been on guard against landslides. A fundamental and methodical project is needed to reallocate residents in the highlands. To do so, there must be a site and a large budget. This is something that needs to be done early but cannot be done quickly.

At the training conference for the leadership of 78 new communes and wards at the end of June 2025, Secretary of the Quang Nam Provincial Party Committee - Mr. Luong Nguyen Minh Triet emphasized that the merger is not only a renaming of administrative units, but must be a comprehensive step of innovation in thinking and working methods:
"I suggest that comrades establish a new mindset - a service mindset. Act with a spirit of commitment, exemplary, not expecting, not avoiding. Every decision must put the interests of the people first.

Sharing the same view, Secretary of the Da Nang City Party Committee - Mr. Nguyen Van Quang spoke at the conference on 24.6:
"From July 1, we have no right to refuse the people anything. Public administrative centers must ensure that there are places to receive people, receive documents, have computers, and conditions for staff to work, serving the administrative needs of the people effectively".
On June 30, the Central Government will officially announce the decision to merge Quang Nam - Da Nang, establish a new apparatus, from the Party Committee, government, to advisory and management agencies. People in the two localities are expecting this to not only be a merger of boundaries, but an opportunity to build a new city - more dynamic, modern and closer to the people.
