Streamlining the apparatus
Implementing the policy of streamlining the organizational apparatus, Quang Nam has completed the reorganization of departments and branches since the end of 2024. By March 2025, the province will complete the arrangement of commune-level administrative units, reducing from 155 communes and wards to 78 units - equivalent to a reduction of more than 66%. The coordination between the Steering Committee for Arrangement of Quang Nam and Da Nang and relevant agencies was closely and effectively assessed.

The province has also developed a key personnel plan for the 2025 - 2030 term, and sent a report to the Politburo and the Secretariat. Accordingly, after the merger, the new Da Nang City Party Committee will have 98 affiliated party organizations, including 93 commune and ward party committees, specialized party committees such as the police, military, border guards and a special forces unit of Hoang Sa.
In addition, the plan to organize the apparatus of agencies under the City Party Committee, People's Committee, People's Council, departments and public service units has also been completed to operate smoothly from the first day of the merger.
One of the major challenges is reorganizing the commune and ward-level apparatus after the merger. Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet requested localities to arrange personnel to be public, transparent, with sufficient components, prioritizing key areas such as land, construction, justice, economy, etc.

"The workload of the new communes and wards will be 6 times higher than at present. People are the decisive factor for the effective operation of local governments at both levels, said Mr. Triet.
For non-professional cadres at the commune and local levels, it is necessary to quickly review and arrange appropriate work if they wish to continue working; if they retire, the support regime according to Decree 154, from July 1, will be resolved.
Resolving the cadre regime before the merger date
The province also pays special attention to personnel work and policies for cadres retiring and quitting their jobs at will. To date, 1,616 cases have been resolved, including 1,335 people in the government and 281 people in the party and mass organizations.
Mr. Phan Van Binh - Head of the Provincial Party Committee's Organization Committee - said: "Before June 30, all backlogged records will be completely handled, no case will be left unanswered". The Department of Home Affairs is also urgently appraising the remaining records, including old and lost records, to ensure the legitimate rights of employees.

Chairman of the Provincial People's Committee Le Van Dung emphasized: "Whoever is eligible for leave must be resolved immediately".
To date, Quang Nam province has approved 437 cadres, civil servants, and public employees to retire early and quit their jobs according to Decrees 178/2024 and Decree 67/2025 of the Government, providing funding for 263 people with a total amount of 283 billion VND.
